2. On May 28, 1969, four members of the subcommittee, in- cluding Chairman John E. Moss, Ogden R. Reid, John S. Monagan, and Frank Horton, and 11 other Members of Congress introduced H.R. 11759, a bill establishing a pro- gram of loan guarantees to encourage self-help community development projects in Latin America. The amendment, which was an outgrowth of the subcommittee's study of the Alliance for Progress, was adopted in modified form by the House Foreign Affairs Committee and made a part of the U.S. foreign aid bill. It provides for a 3-year pilot pro- gram of guarantees in five Latin American countries. The amendment is now in the process of being implemented by the new Overseas Private Investment Corporation (OPIC). 3. On April 20, 1970, five members of the subcommittee, in- cluding Chairman John E. Moss, Ogden R. Reid, John S. Monagan, Frank Horton, and Torbert H. Macdonald, and six other Members of Congress introduced H.R. 17117, a bill designed to help the hundreds of thousands of Viet- namese peasant farmers gain ownership of the land they till and, thus, realize their greatest desire in life.
