sioners in certain cities of the first class, and cities under

special charter, and providing for the taking effect there-

An act authorizing towns and cities, including cities under

special charter, to appropriate money to pay dues in the

League of Iowa Municipalities, and to pay the actual ex-

pense of delegates to the meetings of such league. Ad-

ment to the code, relating to the licensing and regulation

of keepers of intelligence or employment offices. Approved

fortune-tellers, palmists, and clairvoyants, and to license

and regulate the construction of bill-boards and to tax

braries to unite with any local county historical associa-

tion for the preservation and protection of articles of a

historical or educational nature gathered by such associa-

tion and to expend money for the proper care of such
