Senator MCINTYRE. I will excuse you now and will call you later for questioning.

I will now ask our next witness, Mr. Joseph M. Lyle, president of the National Security Industrial Association, who will be accompanied by Mr. A. A. Landesco, Jr., manager contract negotiation and administration, defense electronic products, RCA Corp., and chairman of the NSIA procurement advisory committee to come forward.

We are glad to welcome you here, Mr. Lyle, along with your accompanying expert, Mr. Landesco.

Mr. LYLE. Mr. Chairman, Mr. Landesco whom you have already identified, is the manager of contract negotiation and administration for defense electronic products, the RCA Corp. He has great knowledge of and experience in this field of the contract management aspect of I.R. & D., and therefore is extremely well qualified to speak for the association in this complex area.

We appreciate this opportunity to appear on behalf of the National Security Industrial Association to present its views on industry independent research and development (I.R. & D.) and bid and proposal (B. & P.) and on the proposal contained in S. 3003 to limit the expenditures of funds for this purpose by the Department of Defense and the National Aeronautics and Space Administration.

OF THE COMMITTEE ON ARMED SERVICES

Mr. Chairman and Members of the Committee:

I appreciate this opportunity to appear on behalf of the National Security Industrial Association to present its views on industry independent research and development (IR&D) and bid and proposal effort (B&P), and on the proposal contained in S. 3003 to limit the expenditures of funds for this purpose by the Department of Defense and the National Aeronautics and Space Administration.

The National Security Industrial Association (NSIA) is a nonprofit association of
approximately 375 American industrial and research companies of various types
and sizes, from large to small, representing all segments of defense industry
in every part of the United States.

NSLA's essential function is to serve as a two-way communications medium between government, primarily Defense and NASA, and the industry which supports it. It operates in two major ways: first, through a structure of standing committees including Research and Engineering, Procurement, Quality and Reliability, Maintenance, Training, Distribution, Ocean Science and Technology, Antisubmarine Warfare and Subsistence (food). These committees provide advice and technical assistance to the government, either on request or on the association's own initiative.
