DECEMBER 1984. To: All Members of the Committee on Banking, Finance and Urban

Affairs: Transmitted herewith for the use of the Committee on Banking, Finance and Urban Affairs is the revised edition of the Basic Laws and Authorities on Housing and Community Development. This revision embodies changes resulting from 58 public laws affecting our housing and community development programs enacted by the Congress since the last revision of Basic Laws on October 1, 1981. This revision of Basic Laws will assist the Committee in its upcoming legislative efforts in the First Session of the Ninety-Ninth Congress.

I wish to commend the staff of the Subcommittee on Housing and Community Development for their efforts in assisting in the revision of this volume, and in particular to commend Mr. Ira Forstater, Assistant Counsel in the Office of the Legislative Counsel of the House of Representatives, for his excellent work in overseeing these revisions. I recommend this document to the Members of the Committee as an invaluable tool in dealing with the Committee's major responsibility regarding its jurisdiction of the housing and community development programs.
