“SEC. 17. The Board of Education shall issue a street

2 trades badge only upon the application of the minor desiring 3 it, with the written consent of the parent, guardian, or 4 custodian of such minor, and upon proof that the minor is 5 of the age required by section 15 of this Act, which shall 6 consist of the same evidence as is required for a certificate 7 of eligibility under this Act. A certificate of eligibility issued

as required by this Act may be accepted in lieu of any other 9 requirements for said badge."

(20) Section 21 of such Act (D.C. Code, sec. 36–221) 11 is renumbered section 18 and amended (A) by inserting 12 immediately after "minors" in the first sentence thereof 13 "name", (B) by striking out in the second sentence (i) 14 "the height and weight of the minor," and (ii) "in the 15 office of the director of the department of school attendance 16 and work permits" and inserting in lieu thereof "by the 17 Board of Education", and (C) by striking out the fourth 18 sentence and all that follows.

(21) Section 22 of such Act (D.C. Code, sec. 36-222)

20 is renumbered section 19 and amended to read as follows:

"SEC. 19. The Board of Education shall order any minor

22 found to be engaged in any of the trades or occupations men23 tioned in section 15, in violation of any of the provisions of 24 sections 15 through 21 of this Act, to cease and desist from 25 engaging in such trade or occupation, and the parent, guard

1 ian, or custodian of such minor shall be notified by the Board 2 of its order. The Board of Education may also revoke the 3 badge or certificate of eligibility of any minor who violates + any provision of this Act, or who fails to comply with all the 5 legal requirements concerning school attendance, for such 6 period as the Board may require. Upon revocation the Board 7 shall so notify the parent, guardian, or custodian having such 8 minor in charge, and it shall thereupon become the duty of 9 said parent, guardian, or custodian to surrender or require 10 said minor to surrender said badge or certificate of eligibility 11 to the Board. After notice to the minor and his parent, 12 guardian, or custodian of the revocation of such badge or 13 certificate of eligibility, he shall be deemed to be in the same 14 status as a minor without a badge."

(22) Section 23 of such Act (D.C. Code, sec. 36-223)

is renumbered section 20 and amended (A) by striking out 17 "$200" and inserting in lieu thereof "$300", (B) by strik18 ing out "17 to 23" and inserting in lieu thereof "15 to 20”, 19 and (C) by striking out "$100" the second time it appears 20 in the last sentence of such section and inserting in lieu 21 thereof "$200".

Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That the first sentence of section 12 of the Act entitled "An 4 Act to regulate the employment of minors in the District of 5 Columbia", approved May 29, 1928 (D.C. Code, sec. 6 36-212), is amended by striking out "if the age" and all that 7 follows down through and including the period at the end of 8 such sentence and inserting in lien thereof the following: 9 "if the application of such minor for such permit is accom 10 panied by (1) a written certification of the parent, guardian,

1 provisions of this Act, and is authorized to promulgate such 2 regulations as may be necessary to effectuate the purposes

3 of this Act. The Board of Education is further authorized

4

to delegate the performance of any of its functions and 5 duties under this Act to any officer, agent, or department

6 of the Board."

(28) Such Act is amended by adding the following

new section:

"SEC. 26. This Act may be cited as the 'District of

10 Columbia Employment of Minors Act'."

SEC. 2. The amendments made by this Act shall take 12 effect on the first day of the first month which begins thirty 13 days after the date of its enactment.
