DEFICIENCY AND EMERGENCY APPROPRIATION BILL

1934 AND 1935

TUESDAY, JUNE 12, 1934

Washington, D.C. The subcommittee met, pursuant to adjournment, at 10:30 a.m. in the committee room of the Capitol, Senator Alva B. Adams presiding.

Senator ADAMS. The committee will please come to order.

Senator HAYDEN. Mr. Chairman, I would like to direct attention to pages 66 and 67 of the bill as it passed the House of Representatives, beginning on line 24, page 66:

For the purpose of carrying out the provisions of section 23 of the Federa Highway Act, approved November 9, 1921, fiscal year 1935, $6,730,000; and for such purposes there are authorized to be appropriated the following additional sums: $10,000,000 for the fiscal year ending June 30, 1936; and $10,000,000 for the fiscal year ending June 30, 1937; all to remain available until expended in accordance with the provisions of such section 23.

It will be observed that these sums are to be expended within the national forests for construction of highways, roads, and trails, and that the amount for 1935 has been reduced to $6,730,000, whereas the amount for the two following fiscal years is $10,000,000 each. We have with us Mr. Norcross of the Forest Service, and I would like to have him explain the needs for the appropriations of this

kind.

I might say, Mr. Chairman, that the House and Senate have both passed a bill and it has now gone to the White House, a bill authorizing appropriations for the same 3 fiscal years and each year the amount is designated at $10,000,000.

STATEMENT OF T. W. NORCROSS, FOREST SERVICE

Senator HAYDEN. Apparently, Mr. Norcross, the reason for the reduction of this amount below $10,000,000 to $6,730,000, as I read the House hearings, is that there was supposed to be an unexpended sum to be carried over into the next fiscal year.

Mr. NORCROSS. Yes; I think that I can explain the situation very quickly.

The transportation work on the national forests is divided into two parts. They called or divided and sometimes known as forest roads and trails, of a very low standard, truck trails and trails primarily
