For the purposes of amendment, the committee considered a Chairman's mark of H.R. 3801, to which 31 amendments were drafted and submitted for consideration by the Rules Committee. A list of these amendments is included in this print. When the August 4 markup adjourned, the Rules Committee had considered and adopted, by a 7 to 4 recorded vote, one amendment offered by Representative Butler Derrick. Mr. Derrick's amendment required that the budget resolution be adopted annually rather than biennially. The committee was unable to resume markup before the House adjourned on October 7, 1994.
