COMPULSORY LICENSING OF PATENTS

The subcommittee met at 10:30 a. m., Hon. Thomas O'Malley (chairman) presiding.

Mr. O'MALLEY. The subcommittee on patents for the purpose of holding hearings on H. R. 9259, H. R. 9815, and H. R. 1666, is now in session.

For the purpose of the record, I introduce at this time the letter from our chairman, William I. Sirovich, designating the membership of the committee and directing that hearings be held upon these bills, and another letter directing that this same subcommittee hold a hearing on H. R. 1666.

MY DEAR CONRESSMANS With reference to the ill H. R. 9259, which was introduced in Congress on January 31, 1938, by Congressman McFarlane and referred to our Committee on Patents, I am appointing you as chairman of a subcommittee of seven, to conduct hearings on this bill and report your final conclusions to the full committee.

Please be advised I am also referring to your subcommittee H. R. 1666, to provide counsel for the defense and prosecution of rights of indigent patentees, and for other purposes.

It is obvious, gentlemen, that there may be some difficulty in getting a quorum, so the Chair will gladly entertain a motion that we can conduct these hearings whether or not a quorum may be present, during the balance of the hearings.
