FOREWORD

The hearings on the Atomic Energy Commission authorizing legislation for fiscal year 1966 covered the entire AEC budget, in cluding operating as well as plant and capital equipment funds. A comprehensive review of the entire Commission program has been conducted by the Joint Committee. The hearings were held in both open and executive sessions beginning on January 27 and extending through April 13, 1965.

These hearings, with appropriate supporting documentation, are divided into three parts. Each part is printed separately. The major topical items of each part are listed below:
