The sum of $1,000,000,000, in addition to all amounts heretofore authorized, is hereby authorized to be used for contracts for loans to local public agencies to provide additional public low-rent housing. Such loans shall be made at the rate of $500,000,000 a year during each of the next two years after the passage hereof. Such contracts shall be made pursuant to the provisions of the United States Housing Act of 1937, as amended, and the loans shall be used by the local public agencies to which they are made to enlarge and extend existing Federal-aided low-rent public housing projects, and to provide additional projects, including reasonable costs for tenant relocation and rehabilitation of structures for such relocation. In addition to such loans, contracts shall be made pursuant to the provisions of the United States Housing Act of 1937, as amended, so as to provide annual contributions sufficient to provide for the servicing of the loans made hereunder in order to maintain the low-rent character of such Federal-aided housing projects. EXHIBIT D AN ACT TO AMEND THE NATIONAL HOUSING ACT SO AS TO PROVIDE INCREASED LIMITS ON COST IN THE CASE OF FEDERALLY AIDED LOW-RENT HOUSING Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled: SECTION 1. The first sentence of subsection (5) of section 15 of the United States Housing Act of 1937, as amended, is hereby amended to read as follows: "No contract for any loan, annual contribution, or capital grant made pursuant to this title shall be entered into by the Authority with respect to any low-rent housing project constructed hereinafter having a cost for construction and equipment of more than $1,500 per room (excluding land, demolition, and nondwelling facilities); except that in any city or metropolitan district, as defined by the Bureau of the Census, the population of which exceeds 500,000, and in Alaska, any such contract may be entered into with respect to a project having a cost of construction and equipment of not to exceed $1,750 per room, and, in the case of Alaska, $2,450 per room (excluding land, demolition, and nondwelling facilities), if in the opinion of the Authority such higher cost per room is justified by reason of higher costs of labor and materials and other construction costs: Provided, That if the Administrator with respect to any contract for financial assistance made before December 31, 1949, finds that in the geographical area of the low-rent housing project involved (i) it is not feasible under the aforesaid cost limitations to contruct the project without sacrifice of sound standards of construction, design, or livability, consistent with the objective of providing housing for veterans of low income, and (ii) there is an acute need for such housing for veterans of low income, he may prescribe in such contract cost limitations which may exceed by not more than $250 per room the limitations that would otherwise be applicable to such project hereunder." EXHIBIT E AN ACT TO INCREASE THE GUARANTEE BY THE GOVERNMENT OF REAL ESTATE LOANS TO VETERANS Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled: SECTION 1. The second sentence of section 694 subsection (a) of title 38 of the United States Code is hereby amended as follows: Any loan made by such veteran within ten years after the termination of the war for any of the purposes, and in compliance with the provisions, specified in this subchapter, is automatically guaranteed by the Government by this title in an amount not exceeding [fifty] sixty per centum of the loan.
