Mr. MITCHELL, Good morning. This hearing is now in order. OPENING STATEMENT OF CHAIRMAN MITCHELL Mr. MITCHELL. This morning's hearing concerns two bills: H.R. 5551 which basically would require a 45-day leadtime between the publication of notice of a pending Federal procurement and issuance of the contract; and H.R. 6086, which changes certain SBA program levels, requires that SBA fully utilize its programs and keep a record of applicants, prohibits SBA from refusing to issue guarantees on pollution bonds simply because the project involves industrial revenue bond financing, prohibits SBA from arbitrarily refusing to approve surety bond guarantees on contracts eligible under statutory provisions, codifies existing regulations on guaranteed loan interest rates, and requires SBA to follow the Administrative Procedure Act if it revises its size standards. In addition, in accord with the committee's decision of last March to channel the limited amount of SBA direct loans to areas of high unemployment, we have drafted legislation to carry out this decision. As a result of preliminary comments on these proposals, some revisions have been made and the proposals have been consolidated into a committee print dated April 27.
