This morning the subcommittee is pleased to start its oversight program of having the chief officers of the various agencies for which we have direct jurisdiction testify as to the present state of the various agencies, their problems, their outlook, both legislative and operational. And this is intended to inform the subcommittee so that later in the year when specific proposals come before us we will be able to have a better understanding of them and place in precise focus the problems. In this connection I am very pleased to welcome back an old friend of this subcommittee. He has appeared before the subcommittee previously. And we have dealt with him in years past. He is the Director of the Federal Bureau of Prisons, Mr. Norman Carlson. And we are pleased to see you. TESTIMONY OF NORMAN A.
