SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation for the Veterans' Administration for the fiscal year 1944, amounting to $30,000,000.

The details of this estimate, the necessity therefor, and the reasons for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration a supplemental estimate of appropriation for the Veterans' Administration for the fiscal year 1944, amounting to $30,000,000, as follows:

VETERANS' ADMINISTRATION

For an additional amount for Hospital and Domiciliary Facilities, Veterans' Administration, fiscal year 1944, including the objects specified under this head in the Independent Offices Appropriation Act, 1944, to remain available until expended, $30,000,000, 3 percent of which shall be available for the employment in the District of Columbia and in the field of necessary technical and clerical assistants to aid in the preparation of plans and specifications for the projects as approved hereunder and in the supervision of the execution thereof, and for traveling expenses, field office equipment, and supplies in connection therewith..

$30, 000, 000 This estimate provides for 9,252 additional hospital beds for neuropsychiatric patients and is required to meet the anticipated increase in load of this class of patients resulting from the present war.

The foregoing estimate of appropriation is required to meet a contingency which has arisen since the transmission of the Budget for the fiscal year 1944, and its approval is recommended.

As required by the provisions of the Emergency Relief Appropriation Act, fiscal year 1943, I present herewith a report of the operations under funds appropriated to the Work Projects Administration of the Federal Works Agency by the Emergency Relief Appropriation Acts, fiscal years 1942 and 1943.

This report contains summary and detailed statements of expenditures made and obligations incurred by classes of projects and amounts as of November 30, 1943; and a brief statement of operations of the Work Projects Administration to the end of the fiscal year 1943.
