On page 787 of the Budget, column 1, under the head “Public Works,” increase the estimate for "Operating expenses, Water Division" from "$1,105,066" to "$1,166,926" (increase)..

On page 788 of the Budget, column 2, under the head "Public Works", increase the totals for public works (general fund) from "$6,508,286" to "$6,684,526”. for public works (water fund) from "$1,435,066" to "$1,496,926”, and for public works (all funds) from "$12,588,045" to "$12,826,145".

On page 794 of the Budget, column 1, increase the totals for the District of Columbia (general fund) from "$59,421,778" to "$60,109,987", for the District of Columbia (water fund) from “$2,664,584” to “$2,726;444", and for the District of Columbia (all funds) from "$66,731,055" to "$67,481,124”.

The Commissioners of the District of Columbia have submitted the above estimates of appropriations to the Bureau of the Budget with statements that such amounts are required to meet contingencies which have arisen since the transmission of the Budget for the fiscal year 1945.

Inasmuch as the estimated revenues of the District of Columbia appear to be sufficient to provide for the expenditures herein proposed, I recommend that the foregoing estimates of appropriations be transmitted to Congress.

SIR: I have the honor to transmit herewith for the consideration of Congress supplemental appropriations for the Treasury Department for the fiscal year 1944, amounting to $291,900.

The details of these estimates, the necessity therefor, and the reasons for their transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration supplemental estimates of appropriations for the Treasury Department for the fiscal year 1944, amounting to $291,900, as follows:

OFFICE OF THE SECRETARY

ADMINISTRATIVE EXPENSES, ADJUSTED COMPENSATION PAYMENT ACT, 1936, TREASURY

DEPARTMENT

For transfer to the Post Office Department to cover registry fees and postage on mailings of bonds issued under the provision of the Adjusted Compensation Act of 1936, fiscal year 1944.

As indicated in the text of the estimate, this item is required to enable the Treasury Department to reimburse the Post Office Depart ment for registry fees and postage on mailings of adjusted service bonds. At the time arrangements were made between the Treasury and the Post Office Department for the mailings of these bonds to the Federal Reserve banks for payment, it was the understanding that such mailings would be subject to payment of registry fees in addition to any required postage, but it was agreed that in the absence of some other practicable method, postmasters would be permitted to accept the letters without prepayment of the registry fees and postage and that reports of such mailings should be made to the office of the Third Assistant Postmaster General in order that collection might subsequently be made from the Treasury Department.

CONTINGENT EXPENSES, PUBLIC MONEYS, 1944

For an additional amount for contingent expenses, public moneys, fiscal year 1944, including the objects specified under this head in the Treasury Department Appropriation Act, 1944...

The increase in the requirements under this appropriation is primarily on account of the shipment of coin. The estimated demands for this purpose, including actual experience thus far this fiscal year, indicate that the additional amount recommended will be necessary.

REFUND OF MONEYS ERRONEOUSLY RECEIVED AND COVERED, 1944 For an additional amount for refund of moneys erroneously received and covered, fiscal year 1944...

$190,000 This estimate is required to pay claims for refunds from the abovementioned appropriation during the remainder of the current fiscal year. The annual appropriation for the fiscal year 1944, in the amount of $75,000, was supplemented by a deficiency appropriation of $75,000, which was contained in the First Supplemental National Defense Appropriation Act, 1944. The total amount appropriated was expended between July 1, 1943, and April 3, 1944, and it appears that a supplemental appropriation in the amount of $190,000 will be

necessary. Expenditures under this appropriation are not subject to administrative control, as payments are made on certificates of settlement issued by the General Accounting Office.

PAYMENT OF UNCLAIMED MONEYS, 1944 (TRUST FUND)

For an additional amount for payment of unclaimed moneys, fiscal year 1944, $50,000, payable from the funds held by the United States in the trust fund receipt account, "Unclaimed Moneys of Individuals Whose Whereabouts Are Unknown."

The increase of $50,000 in the requirements under this appropriation is based upon claims already approved or in the process of being approved. This appropriation is not subject to administrative control, as payments are made on the basis of the settlement of claims by the General Accounting Office.

The foregoing estimates of appropriations are required to meet contingencies which have arisen since transmission of the Budget for the fiscal year 1944, and approval is recommended.
