SIR: I have the honor to transmit herewith for the consideration f Congress a supplemental estimate of appropriation, in the amount I $80,000,000, for the Navy Department and naval service, for the scal year 1945, in the form of an amendment to the Budget for said scal year.

The details of this supplemental estimate of appropriation, the ecessity therefor, and the reasons for its transmission at this time re set forth in the letter of the Director of the Bureau of the Budget, ransmitted herewith, in whose comments and observations thereon

concur.

SIR: I have the honor to submit herewith for your consideration a supplemental estimate of appropriation, in the amount of $80,000,000, for the Navy Department and naval service, for the fiscal year 1945, in the form of an amendment to the Budget for said fiscal year, as follows:

NAVY DEPARTMENT

REPAIR FACILITIES, NAVY

On page 23 of_the_Budget for the Navy Department and Naval Service for the Fiscal Year 1945 (House Document No. 423), column 2, under the head "Repair Facilities, Navy," increase

the estimate from "$15,000,000" to "$95,000,000" (increase) ___ $80,000,000 The purpose of the foregoing supplemental estimate of appropriation is to provide for estimated cash expenditures for repair facilities under contract authority contained in the First Deficiency Appropriation Act, 1944, now being considered by the Senate, and as authorized by Public Law 256, approved March 14, 1944.

The foregoing supplemental estimate of appropriation is made necessary by reason of contingencies which have arisen since the transmission of the Budget for the fiscal year 1945. I recommend that it be transmitted to Congress.

SUPPLEMENTAL ESTIMATE FOR THE BONNEVILLE POWER ADMINISTRATION, DEPARTMENT OF THE INTERIOR, FOR THE FISCAL YEAR 1945 IN THE FORM OF AN AMENDMENT TO THE BUDGET FOR THE SAID FISCAL YEAR

The details of this estimate, the necessity therefor, and the reason for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration & supplemental estimate for the Bonneville Power Administration, Department of the Interior, for the fiscal year 1945, in the form of an amendment to the Budget for said fiscal year, as follows:

On page 702 of the Budget, under the title, "Construction, Operation, and Maintenance, Bonneville Power Transmission System", first line, increase from "$3,734,000" to "$3,988,000", the amount which may be expended for expenses of marketing and operation of transmission facilities, and administrative costs in connection therewith.

The purpose of this estimate is to provide funds for expediting the development of markets for electric power so that orderly disposition may be made of surplus energy as the existing war contracts are modified or canceled, thereby protecting the revenues in the amount of about $20,000,000 accruing annually from the Federal investment of about $325,000,000 in the Bonneville-Coulee system.

The foregoing item is required to meet contingencies which have arisen since the transmission of the Budget for the fiscal year 1945 and its approval is recommended.
