SIR: Pursuant to the provisions of law making appropriations to the emergency funds for the President requiring that an account be kept of all expenditures made or authorized and a report thereon be submitted to the Congress on or before January 10, 1944, there is transmitted a report of the status as of November 30, 1943, of the emergency funds for the President, Navy and War, 1940-42, and the emergency fund for the President, national defense, 1942-44. These reports set forth each allocation under these appropriations, the obligations incurred, and the amount expended in liquidation of those obligations. A report on the emergency funds for the President, Navy and War, 1940-42, was submitted to the Congress on July 1, 1942 (H. Doc. 809), showing the status of these funds as of May 31, 1942. As the appropriations involved expired for allocation and obligation purposes on June 30, 1942, the present report shows the complete record of this account with the exception of some possible minor adjustments in obligations and expenditures. Docs., 78-2, vol. 14 The availability of the emergency fund for the President, national defense 1942-44, was extended to June 30, 1944, by the Urgent Deficiency Appropriation Act, 1943 (act of July 12, 1943, Public Law 132). Of the total amount of $414,411,669 appropriated under this head, $64,411,669 represents appropriations made by Congress in the nature of reimbursements for advances made pending the completion of congressional action on the items involved. Of the remaining amount allocated, approximately one-half was for the initial expenses of war agencies which are now provided for in the annual appropriation bills enacted by the Congress.
