Veterans' Administration contained in the Independent Offices Appropriation Act, 1944, as follows:

The limitation upon the amount which may be expended to repair, alter, improve, or provide facilities in the several hospitals and homes under the jurisdiction of the Veterans' Administration, appearing in the appropriation for administration, medical, hospital, and domiciliary services, Veterans' Adminis tration, for the fiscal year 1944, is hereby increased from $2,500,000 to $3,000,000.

This proposed provision is necessary to provide for expansion of office facilities in the field to provide space for additional employees required in connection with vocational rehabilitation and death and disability claims arising from World War II.

The foregoing proposed provision pertaining to existing appropriations is required to meet contingencies which have arisen since the transmission of the Budget for the fiscal year 1944, and approval is recommended.

On page 14 of the Budget, column 1, under the heading "Salaries, Library proper," increase the estimate for the item from "$1,815,950" to "$1,842,090" (increase).

On page 17 of the Budget, column 2, under the heading "Contingent expenses of the Library," increase the estimate for miscellaneous and contingent expenses from "$20,800" to "$26,620" (increase) --The letter of the Librarian of Congress, dated January 31, 1944, submitting these estimates, is transmitted herewith. These being estimates for the legislative establishment, I make no observation regarding their necessity.

The details of these proposed provisions, the necessity therefor, and the reasons for their transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration drafts of proposed provisions pertaining to existing appropriations, as follows:

SELECTIVE SERVICE SYSTEM

There may be transferred to the appropriation, "Salaries and expenses, Selective Service System," from appropriations available to the War and Navy Departments such amounts as may be necessary for expenses incurred by the Selective Service System during the fiscal year 1944, incident to the physical examination or induction of registrants.

The appropriation, "Salaries and expenses, Selective Service System," fiscal year 1944, is hereby made available under such rules or regulations as may be prescribed by the Director of Selective Service, for expenses of emergency medical care, including hospitalization, of registrants who suffer illness or injury, and the transportation, and burial, of the remains of registrants who suffer death, while acting under orders issued under the selective service law: Provided, That such burial expenses shall not exceed $150 in any one case.

The first provision is presented for the purpose of securing authorization for the transfer of necessary funds from the 1944 appropriations of the War and Navy Departments to defray costs to be assumed by the Selective Service System with respect to the transportation of registrants in connection with preinduction physical examinations under the act approved December 5, 1943, Public Law 197, Seventyeighth Congress.

The second provision proposes to authorize the Selective Service System to pay for emergency medical and hospital treatment, and the transportation and burial of remains, of registrants when such expenses arise while registrants are under orders of the Selective Service System.

The foregoing drafts of proposed provisions pertaining to existing appropriations are required to meet contingencies which have arisen since the transmission of the Budget for the fiscal year 1944, and approval is recommended.
