Governor of North Carolina.

SIR: We submit to your Excellency our second annual report. Since our first report, bearing date December 31, 1891, one hundred and fourteen miles of road have been finished and put in operation, assessed for taxation at $582,405 00, as follows:

The road-bed of the last named is exempt from taxation by law. We increased our former assessment, $405,895, as follows:
