CONVENTION AND PROTOCOLS ADOPTED AT THE CONFERENCE FOR THE CODIFICATION OF INTERNATIONAL LAW, THE HAGUE, 1930

Brazil

By a communication dated October 13, 1931, the Legal Adviser of the Secretariat of the League of Nations informed the Secretary of State of the adherence of Brazil to the following convention and protocols signed at The Hague on April 12, 1930:

1. Convention relating to conflict of laws on nationality;

2. Protocol relating to military obligations in certain cases of
double nationality;

3. Protocol relating to a certain case of statelessness;
4. Special protocol concerning statelessness.

This notification of adherence was received at the Secretariat on September 19, 1931, and was made subject to reservations regarding articles 5, 6, 7, 16, and 17 of the convention relating to conflict of laws on nationality. In accordance with the terms of articles 25 and 26 of the convention and of the corresponding articles of the protocols, the adherence of Brazil will become effective 90 days after the date on which a procès-verbal shall have been drawn up by the Secretary-General of the League of Nations, stating that ratifications or adherences of 10 members of the League or nonmember states have been deposited with the Secretariat."

RENUNCIATION OF WAR'

Ecuador

According to a telegram dated November 27, 1931, from the American Legation at Quito, the Ecuadoran Senate passed on that day a resolution approving the adherence of Ecuador to the treaty for the renunciation of war, signed at Paris August 27, 1928.

CONVENTION FOR THE AMELIORATION OF THE CONDITION OF THE SICK AND WOUNDED OF ARMIES IN THE FIELD AND CONVENTION RELATING TO THE TREATMENT OF PRISONERS OF WAR

Latvia

By a note dated October 29, 1931, the Swiss Minister at Washington forwarded to the Secretary of State certified copies of the procès-verbaux of the deposit of ratifications by Latvia of the convention for the amelioration of the condition of the sick and wounded of armies in the field, and of the convention relating to the treatment of prisoners of war, both of which were signed at Geneva July 27, 1929.

The deposit took place on October 14, 1931, and the ratifications will become effective six months thereafter, namely, on April 14, 1932, in accordance with articles 33 and 92, respectively, of the conventions.

Rumania

By a note dated November 18, 1931, the Swiss Minister at Washington forwarded to the Secretary of State certified copies of the procès-verbaux of the deposit on October 24, 1931, of the instruments of ratification by Rumania of the convention for the amelioration of the condition of the sick and wounded of armies in the field, and the convention relating to the treatment of prisoners of war, both signed at Geneva July 27, 1929.

In accordance with articles 33 and 92, respectively, of the conventions, the ratifications will become effective six months after the date of their deposit, namely, on April 24, 1932.

Iraq

By a despatch dated October 22, 1931, the American Chargé d'Affaires ad interim at Paris informed the Secretary of State that the British Government had notified the French Government in a note dated October 12, 1931, of the adherence of Iraq to the international sanitary convention signed at Paris June 21, 1926.

Brazil

By a communication dated October 7, 1931, the Legal Adviser of the League of Nations informed the Secretary of State that the instrument of ratification by Brazil of the international convention for the suppression of the circulation of and traffic in obscene publications, signed at Geneva September 12, 1923, was deposited with the Secretariat on September 19, 1931.

INTERNATIONAL AGRICULTURAL MORTGAGE CREDIT COMPANY

A certified copy of the convention for the creation of an international agricultural mortgage credit company, bearing all the signatures affixed up to September 30, 1931, was circulated as an annex (League of Nations Document C.434. (1) M.181 (1) 1931.II.A.) to a letter from the League of Nations dated October 24, 1931. The convention was opened for signature at Geneva on May 21, 1931. To the signatures heretofore reported in the Bulletin should be added those of Austria, Denmark, Finland, Lithuania, Spain, and Sweden.1

CONVENTION RELATING TO THE REGULATION OF AERIAL NAVIGATION

Iraq

According to a despatch from the American Embassy at Paris, dated October 30, 1931, the Government of Iraq decided on July 25, 1931, to adhere to the convention relating to the regulation of aerial navigation, signed at Paris October 13, 1919. Due note of this decision was taken by the French Government on October 1, 1931.

Czechoslovakia

PROTOCOL OF JUNE 15, 1929

The Secretary-General of the International Commission for Air Navigation informed the Secretary of State by a communication dated October 28, 1931, of the ratification by Czechoslovakia on October 8, 1931, of the protocol of June 15, 1929, relative to amendments to the convention relating to aerial navigation, signed at Paris October 13, 1919.

By a communication dated October 13, 1931, the Legal Adviser of the League of Nations informed the Secretary of State that the instrument of adherence of Latvia to the international convention and protocol relating to the simplification of customs formalities, signed at Geneva November 3, 1923, was deposited with the Secretariat on September 28, 1931.

Czechoslovakia

By a circular letter dated September 24, 1931, the Legal Adviser of the Secretariat of the League of Nations informed the Secretary of State that the instrument of ratification by Czechoslovakia of the international convention for the suppression of counterfeiting currency, protocol and optional protocol, signed at Geneva April 20, 1929, was deposited with the Secretariat on September 12, 1931.

INDUSTRIAL PROPERTY

CONVENTION FOR THE PROTECTION OF INDUSTRIAL PROPERTY

Poland

By a note dated November 6, 1931, the Swiss Minister at Washington informed the Secretary of State that the Polish Government gave notice to the Swiss Federal Council on September 25, 1931, of its adherence to the texts as revised at The Hague on November 6. 1925, of the convention of Paris of March 20, 1883, for the protection of industrial property.

In accordance with the terms of article 16 of the convention, this adherence is effective as of November 22, 1931.
