TREATY BETWEEN GUATEMALA AND HONDURAS 1

On October 15, 1931, the Ministers of Guatemala and Honduras in Washington exchanged at the Department of State the instruments of ratification by their respective Governments of the treaty and supplementary convention signed at Washington July 16, 1930, submitting to arbitration the boundary dispute between the two countries. The treaty was negotiated and signed under the good offices of the United States, and it was the wish of the signatory countries that the ratifications be exchanged at Washington.

Article 1 of the treaty provides for the establishment, in the city of Washington, of a special tribunal to settle the conflict between the opposing points of view of the two governments. Article 2 constitutes the tribunal as follows:

The Government of Guatemala appoints Dr. Luis Castro Ureña from the permanent list of jurists established by Article 2 of the Convention for the establishment of an International Central American Tribunal.2

The Government of Honduras appoints Señor Dr. Don Emilio Bello Codesido from the same list.

The two Governments, by common agreement, appoint as Third Arbitrator the Chief Justice of the United States, who shall preside over the Tribunal.

CONVENTION FIXING THE RULES FOR THE GRANTING OF ASYLUM

Guatemala

By a note dated October 1, 1931, the Director of the Pan American Union informed the Secretary of State of the deposit on September 25, 1931, of the instrument of ratification by Guatemala of the convention on asylum signed at the Sixth International Conference of American States, held in Habana on February 20, 1928.1

ESTABLISHMENT

TREATY OF RESIDENCE AND ESTABLISHMENT BETWEEN THE UNITED STATES AND TURKEY

The American Ambassador at Istanbul informed the Secretary of State by a telegram dated October 28, 1931, that the treaty of residence and establishment, which provides for most-favored-nation treatment in such matters, between the United States and Turkey was signed on that day.

By a letter dated September 12, 1931, the Legal Adviser of the Secretariat of the League of Nations informed the Secretary of State that the ratification of the Irish Free State of the international opium convention signed at Geneva February 19, 1925, was deposited with the Secretariat on September 1, 1931.

CONVENTION FOR THE PURPOSE OF DETERMINING THE STATUS OF ALIENS

Guatemala

By a note dated October 1, 1931, the Director of the Pan American Union informed the Secretary of State of the deposit on September 25, 1931, of the instrument of ratification by Guatemala of the convention for the purpose of determining the status of aliens, adopted at the Sixth International Conference of American States February 20, 1928.3

INTERNATIONAL AGRICULTURAL MORTGAGE CREDIT COMPANY 1

Latvia

The American Minister to Latvia informed the Secretary of State by a despatch dated September 11, 1931, that the Saeima passed on July 17, 1931, a law providing for the ratification by Latvia of the convention for the creation of an international agricultural mortgage credit company, signed at Geneva May 21, 1931.

The law was published in the Valdibas Vestnesis, No. 201, dated September 9, 1931.

AVIATION

CONVENTION RELATING TO THE REGULATION OF AERIAL NAVIGATION

PROTOCOL OF JUNE 15, 1929

The Netherlands; Poland

By a communication dated October 1, 1931, the Secretary-General of the International Commission for Air Navigation informed the Secretary of State of the ratification by Poland on September 24, 1931, of the protocol of June 15, 1929, relative to amendments to the convention relating to aerial navigation signed at Paris October 13, 1919.

With the above-mentioned communication there was enclosed a schedule showing the ratifications by contracting states of the protocol as of October 1, 1931. In addition to the ratification of Poland, noted above, and to the ratifications hitherto reported in the Bulletin, the ratification by the Netherlands is listed in this schedule as September 18, 1931.

The protocol will come into force as soon as it has been signed and ratified by all the contracting states. Chile, Persia, and Uruguay have not yet signed the protocol, and the deposit of their ratifications together with those of Czechoslovakia and Japan are necessary to bring it into force.

AIR NAVIGATION ARRANGEMENT BETWEEN THE UNITED STATES AND ITALY

By an exchange of notes dated October 13, 1931, and October 14, 1931, between the Secretary of State and the Chargé d'Affaires ad interim of Italy, the United States and Italy entered into a reciprocal air navigation arrangement. The terms of the arrangement as agreed to are embodied in the notes and provide for the navigation of civil aircraft of the one country in the other, the issuance by each country of pilot licenses to nationals of the other, and the acceptance by each country of certificates of airworthiness for aircraft exported from the other as merchandise. This arrangement with Italy is, in general, similar to the one now in force between the United States and Canada,3 except that the provisions in regard to the rights of pilots and the acceptance of certificates of airworthiness for aircraft exported as merchandise are more elaborate in the arrangement with Italy; and it also contains a most-favorednation clause with respect to the operation of aircraft which is not contained in the Canadian agreement.

Italy is the first European country with which the United States has concluded an air navigation agreement. Negotiations for such agreements are now pending between the United States and several other countries. The arrangement with Italy will shortly be printed in the Executive Agreement Series.

CONVENTION ON THE EXECUTION OF FOREIGN ARBITRAL AWARDS

Czechoslovakia

By a communication dated October 7, 1931, the Legal Adviser of the League of Nations informed the Secretary of State that the ratification by Czechoslovakia of the convention on the execution of foreign arbitral awards, signed at Geneva September 26, 1927, was deposited with the Secretariat on September 18, 1931.

The following reservation was made by Czechoslovakia when signing the convention: *

The Czechoslovak Republic does not intend to invalidate in any way the bilateral treaties concluded by it with various states, which regulate the questions referred to in the present convention by provisions going beyond the provisions of the convention.
