Belgium

By a despatch dated October 22, 1931, the American Embassy at Brussels reported that by a note dated October 8, 1931, the Ministry for Foreign Affairs informed the Embassy of the appointment of M. Alfred Nerincx, professor at the University of Louvain, and former Senator, as Belgian national member of the international commission provided for by the treaty of conciliation between the United States and Belgium signed March 20, 1929.1

GENERAL ACT FOR THE PACIFIC SETTLEMENT OF INTERNATIONAL DISPUTES 1

Greece

The Legal Adviser of the League of Nations informed the Secretary of State by a letter dated September 23, 1931, that the instrument of accession of Greece to all the provisions of the general act for the pacific settlement of international disputes, signed at Geneva September 26, 1928, was deposited with the Secretariat on September 14. 1931.

This accession was made subject to the following conditions: 2

The following disputes are excluded from the procedures described in the general act, including the procedure of conciliation referred to in chapter I:

a) Disputes resulting from facts prior either to the accession of Greece or to the accession of another party with whom Greece might have a dispute;

b) Disputes concerning questions which by international law are solely within the domestic jurisdiction of states, and in particular disputes relating to the territorial status of Greece, including disputes relating to its rights of sovereignty over its ports and lines of communication.

of January 1, 1930, page 10, which was communicated to you by letter C. L. 14, of February 12, 1930), the Secretary-General of the League of Nations has the honour to inform the states parties to this convention or which may become parties thereto, that no objection has been raised against this reservation within the period laid down in article 22 of the convention by the states consulted in accordance with that article. This period expired on August 23, 1931, and the reservation should therefore be considered as accepted.

CONVENTION FOR THE PROTECTION OF INDUSTRIAL PROPERTY

Portugal

The American Minister to Portugal reported by a despatch dated August 20, 1931, that the Diario de Governo of August 14, 1931, series I, No. 188, contained an announcement to the effect that the Portuguese Government had adhered to the international convention for the protection of industrial property, of March 20, 1883, revised at The Hague on November 6, 1925.

AGREEMENT CONCERNING MARITIME SIGNALS

By a note dated August 3, 1931, the Legal Adviser of the Secretariat of the League of Nations informed the Secretary of State of the deposit of the instrument of ratification by France on July 13, 1931, of the agreement concerning maritime signals, signed at Lisbon October 23, 1930.

INTERNATIONAL LOAD LINE CONVENTION 7

By a note dated September 24, 1931, the British Embassy informed the Secretary of State of the deposit on August 13, 1931, of the instrument of ratification by Denmark of the international load line convention signed at London July 5, 1930.

AGREEMENT BETWEEN THE UNITED STATES AND ITALY FOR THE RECIPROCAL RECOGNITION OF CERTIFICATES OF INSPECTION OF VESSELS

By an exchange of notes between the Secretary of State and the Italian Ambassador at Washington, an agreement, effective August See Bulletin No. 21, June, 1931, p. 16.

15, 1931, has been concluded for the reciprocal recognition of certificates of inspection of vessels assigned to the transportation of passengers.

The laws and regulations of both countries regarding the building and classification of vessels and the inspection of their structure and machinery having been established as equivalent, according to the terms of the agreement the unexpired certificates of inspection of either country will be equally recognized and accepted by the competent authorities of the other country. The agreement by exchange of notes will shortly be published in the Executive Agreement Series.

UNIVERSAL POSTAL CONVENTION AND ARRANGEMENT CONCERNING LETTERS AND PARCELS OF DECLARED VALUE

Great Britain

By a note dated August 28, 1931, the British Embassy at Washington advised the Department of State that the word "Palestine appearing in the lists in respect of the colonies, protectorates, and mandated territories which should be regarded as included in the signature and ratification of the universal postal convention and arrangement concerning insured letters and parcels of declared value, signed at London June 28, 1929, should be regarded as meaning "Palestine (including Transjordan).”

The note further states that the signature and ratification of the agreement concerning insured letters and parcels of declared value should be regarded, as from July 20, 1931, as including the Zanzibar Protectorate and the states of Johore, Kelantan, Trengganu, and Brunei.

INTERNATIONAL RADIO CONVENTION

By a note dated September 15, 1931, the British Embassy at Washington informed the Secretary of State that the adherence of the Vatican State to the international radio convention signed at Washington November 25, 1927, included also adherence to the general and supplementary regulations signed on the same day.

STATISTICS

INTERNATIONAL CONVENTION RELATING TO ECONOMIC STATISTICS AND PROTOCOL

Poland

According to a circular letter dated August 10, 1931, from the League of Nations, the instrument of ratification by Poland of the international convention relating to economic statistics and protocol, signed at Geneva December 14, 1928, was deposited with the Secretariat on July 23, 1931.

RESERVATIONS MADE BY GREAT BRITAIN IN RESPECT OF THE COLONY OF SOUTHERN RHODESIA

Switzerland

According to a circular letter dated July 31, 1931, from the League of Nations, the Swiss Federal Council notified the Secretary-General of the League by a communication dated July 11, 1931, that it had no objections to the reservation made by Great Britain in respect of the colony of Southern Rhodesia in acceding to the convention relating to economic statistics.

CHANGE TO BE NOTED IN THE LIST OF ECONOMIC TREATIES OF THE UNITED STATES

On page 70 of the Third Supplement of the Bulletin of Treaty Information, August 31, 1929, under the heading "Reciprocal Vessel Inspection Relations" there should be added:
