Adopted at Habana February 20, 1928; ratification of the United States deposited with the Government of Cuba July 17, 1931; proclaimed by the President of the United States July 27, 1931. Effective June 13, 1929; as to the United States August 26, 1931. The countries in respect of which the convention is now in force as a result of ratification are the United States of America, Dominican Republic, Guatemala, Mexico, Nicaragua, and Panama.

This protocol was recommended by a meeting of the International Commission for Air Navigation at which the United States was represented. Its representatives approved the draft, with reservations.

Effective January 1, 1876; as to the United States August 2, 1878. According to Article 3 of the convention signed at Sèvres October 6, 1921, to amend this convention any new accession to the convention of 1875 necessarily involves adhesion to the convention of 1921. According to information in the possession of the Department of State there remain the following parties to the convention of 1875 which are not parties to the convention of 1921: Argentina, Chile, Peru, Siam, and Yugoslavia.
