BILATERAL TREATIES OF ARBITRATION AND CONCILIATION

United States-Belgium 1

By the death in December, 1931, of the Chief Justice of Argentina, Dr. José Figueroa Alcorta, the joint commission under the treaty of conciliation between the United States and Belgium was left without a president. By mutual agreement of both Governments an invitation was extended to the succeeding Chief Justice of Argentina, Dr. Roberto Repetto, to accept the appointment to this office. The American Ambassador to Argentina has informed the Department that Doctor Repetto has accepted the appointment. The new president of the commission has served as a First Under Secretary of the Argentine Ministry of Justice and Public Instruction and as a judge of the Civil Court of Argentina. In 1923 he was appointed a member of the Supreme Court.

United States-Great Britain

By the recent death of former Ambassador Jules Jusserand of France, the international commission provided for by the terms of the treaty for the advancement of the cause of general peace, signed September 15, 1914, between the United States and Great Britain, was deprived of its American nonnational commissioner. An invitation extended to ex-President Epitacio Pessoa of Brazil to accept the appointment to this office has been accepted.

Senhor Pessoa has served as a professor at the Pernambuco Law School, Minister of the Interior and Justice, Senator from Parahyba, Chairman of the Brazilian Delegation to the Peace Conference, President of Brazil, Permanent Judge of the International Court of Arbitration at The Hague, and Chairman of the International Commission of Jurists which met at Rio de Janeiro in 1927.

On September 23, 1932, there were exchanged at the Department of State the ratifications of the general arbitration treaty and the
