BILATERAL TREATIES OF ARBITRATION AND CONCILIATION

Estonia-Russia

According to a telegram dated June 18, 1932, from the American Legation at Tallinn, a conciliation convention was signed at Moscow on June 16, 1932, by the representatives of the Estonian and Russian Governments. The convention is said to follow in its important provisions the Franco-Russian conciliation convention.

Portugal-Norway

The American Minister to Portugal forwarded to the Department of State with a despatch dated May 12, 1932, a copy of the Diario do Governo, of May 9, 1932, Series I, No. 108, which contains the Portuguese instrument of ratification of the treaty of conciliation, judicial settlement, and arbitration between Portugal and Norway, signed at Lisbon July 26, 1930.

The ratifications of the treaty were exchanged at Lisbon on November 24, 1931.

United States-Italy

On June 18, 1932, the Senate gave its advice and consent to the ratification by the President of the treaty between the United States and Italy signed September 23, 1931, modifying the terms of article 2 of the treaty to advance the cause of general peace, signed May 5, 1914.

The President ratified the treaty on June 25, 1932.1

GENERAL CONVENTION OF INTER-AMERICAN CONCILIATION &

Nicaragua

The American Minister to Nicaragua forwarded to the Department of State with a despatch dated May 23, 1932, a copy of La Gaceta, No. 99, of May 13, 1932, on page 946 of which is published the instrument of ratification by Nicaragua of the general convention of inter-American conciliation, signed at Washington at the International Conference of American States on Conciliation and Arbitration, January 5, 1929.

Article 16 of the treaty provides that the instruments of ratification shall be deposited in the Ministry for Foreign Affairs of the Republic of Chile and that notice of the ratifications shall be made to the other signatory governments. Notice of the deposit of the instrument of ratification has not been received by this Government.

PERMANENT COURT OF INTERNATIONAL JUSTICE

Great Britain

ARMAMENT REDUCTION

LONDON NAVAL TREATY OF 1930

By a note dated June 4, 1932, the British Ambassador at Washington, referring to his communication of May 20, 1932, concerning the particulars on completion of H.M.S. Cygnet and Crescent, informed the Secretary of State, that as the figures for standard displacement for these ships are based upon design data, it is possible that they may require some modification when the actual tonnage has been ascertained.1

By a communication dated June 4, 1932, the British Ambassador at Washington informed the Secretary of State, in accordance with

the provisions of article 10 of the London naval treaty, of the particulars on completion of H.M.S. Crusader as follows:

Classification: Destroyer

Date of laying keel: September 12, 1930

Standard displacement: 1,375 tons (1,397 metric tons)
Length at water line: 326 feet (at 8 foot-9 inch draft)
Extreme beam at or below water line: 33 feet

Mean draft at standard displacement:
Caliber of largest gun: 4.7 inches
Date of completion: April 30, 1932

The Ambassador also stated that as the figures for standard displacement of this ship are based on design data it is possible that they may require some modification when the actual tonnage has been ascertained.

Japan

By a note dated June 20, 1932, the Japanese Ambassador at Washington informed the Secretary of State of the completion of the Sazanami, a destroyer of the Imperial Japanese Navy. The particulars communicated in accordance with the provisions of article 10(b) of the London naval treaty are given as follows:

Classification: Destroyer

Date of laying keel: February 21, 1930

Standard displacement: 1,700 tons (1,727 metric tons)
Length at water line: 113.2 meters

Extreme beam: 10.3 meters

Mean draft at standard displacement: 2.97 meters

Caliber of largest gun: 12.7 centimeters

Date of completion: May 19, 1932

INTERNATIONAL LAW

PROTOCOL RELATING TO MILITARY OBLIGATIONS IN CERTAIN CASES OF DOUBLE NATIONALITY 5

On June 18, 1932, the Senate gave its advice and consent to the ratification by the President of the protocol relating to military obligations in certain cases of double nationality, signed April 12, 1930, at the Conference for the Progressive Codification of International Law, which met at The Hague from March 13 to April 12, 1930.
