By a note dated May 20, 1932, the British Ambassador at Washington informed the Secretary of State that his Government had decided to send additional movable armament to Hong Kong.

This armament was the subject of correspondence in 1922, when the British Government proposed to add 33 fieldpieces to the equipment of the mobile garrison of Hong Kong as replacements and increases of old armament. The Government of the United States was inclined to the view that the proposed addition of the 33 fieldpieces would not be inconsistent with the provisions of article 19 of the Washington Treaty.

On July 13, 1925, the British Government informed this Government that only 17 of the additional fieldpieces authorized were to be sent to Hong Kong. The note added that "His Majesty's Government retain their right to complete the movable armament by the authorized addition of thirty-three field pieces, but the United States Government will be duly notified if and when the despatch to Hong Kong of the balance of this addition is decided upon."

The communication of May 20, 1932, states that it has now been "decided to complete the total of the mobile armament to the agreed figure of thirty-three pieces, and that as soon as complete equipment is available, which under present arrangements will not be before the end of June, six three-inch anti-aircraft guns will be sent to Hong Kong, and, as opportunity offers, ten further three-inch antiaircraft equipments will follow."

In as much as this action by the British Government is in completion of its earlier plans already agreed upon, this Government confirmed the view previously expressed that such action is not inconsistent with the provisions of the Washington Treaty for the Limitation of Naval Armament.

Dominican Republic

The Director General of the Pan American Union informed the Secretary of State by a communication dated May 18, 1932, of the deposit on April 23, 1932, of the instrument of ratification by the Dominican Republic of the convention on treaties, signed at Habana February 20, 1928.

On May 26, 1932, the President proclaimed the convention on maritime neutrality adopted at the Sixth International Conference of American States at Habana February 20, 1928.

NONAGGRESSION PACT BETWEEN ESTONIA AND RUSSIA

According to a telegram from the American Legation at Tallinn, dated May 6, 1932, a nonaggression pact between Estonia and Russia was signed at Moscow on May 4, 1932.

NONAGGRESSION PACT BETWEEN FINLAND AND RUSSIA 7

The American Minister to Finland reported by a despatch dated April 25, 1932, that a convention for the appointment of a commission of conciliation provided for in the nonaggression pact of January 21, 1932, was signed by Finland and Russia in Helsingfors on April 22, 1932.

The commission of conciliation is to be composed of four members, an equal number of Finns and Russians. The chairman of the commission shall alternately be a national of each country, and meetings shall take place alternately in Helsingfors and Moscow.

Nicaragua

PAN AMERICAN UNION CONVENTION 8

The American Minister to Nicaragua forwarded to the Department of State with a despatch dated May 16, 1932, a copy of La Gaceta, No. 97, May 11, 1932, in which is published the instrument of ratification by Nicaragua of the convention relating to the organization of the Pan American Union, adopted at the Sixth International Conference of American States held at Habana in February, 1928. According to the information of the Department of State, the states which have to date deposited their ratifications are Brazil, Dominican Republic, Guatemala, Mexico, Panama, and the United States. The convention will become effective, according to the provisions of article 14, when all the states represented at the conference receive notice that the ratifications or adherences of all of the 21 American republics have been received by the Pan American Union.

Belgium

The Swiss Minister at Washington informed the Secretary of State by a note dated May 25, 1932, of the deposit in the archives of the Swiss Confederation on May 12, 1932, of the instruments of ratification by Belgium of the convention for the amelioration of the condition of the sick and wounded of armies in the field and the convention relating to the treatment of prisoners of war, signed at Geneva July 27, 1929. These ratifications will become effective six months after the date of their deposit, i. e., on November 12, 1932, in accordance with the terms of articles 33 and 92, respectively, of the conventions.

PAN AMERICAN CONVENTION ON DIPLOMATIC OFFICERS 1

Dominican Republic

The Director General of the Pan American Union forwarded to the Secretary of State with a letter dated May 18, 1932, a certified copy of the procès-verbal of the deposit of the instrument of ratification by the Dominican Republic of the Pan American convention on diplomatic officers, adopted at the Sixth International Conference of American States held at Habana in February, 1928.

The instrument of ratification was deposited in the archives of the Pan American Union on May 3, 1932, and is subject to the reservation made by the Congress of the Dominican Republic in its resolution approving the convention as follows:

Reservation of the Dominican Republic

The scope of No. 3 of article 18 with regard to exemption from customs duties on articles intended for the personal use of the diplomatic official or of his family, shall be understood as limited by the provisions in the matter which may be established by the customs laws of the Republic.

Done in the Hall of Sessions of the Palace of the Senate, in Santo Domingo, capital of the Dominican Republic, on the 8th day of the month of March of the year nineteen hundred and thirty-two, the 89th year of Independence and the 69th of the Restoration.2
