Legal Adviser has been filled by the appointment of Mr. Allen Welsh Dulles, formerly Chief of the Division of Near Eastern Affairs of the Department of State. Mr. Dulles also served as a delegate to represent the United States at the International Conference on Traffic in Arms, held at Geneva in 1925; was a member of the Preparatory Commission on the Limitation of Armaments, April, 1926; and was Legal Adviser to the American Delegation to the Conference for the Limitation of Naval Armaments, Geneva, June-August, 1927.

Mr. Frederic Russell Dolbeare, formerly Counselor of Legation, has been appointed to serve as an adviser to the Delegation. Mr. Dolbeare served as technical assistant to the representation on the Preparatory Commission for the Disarmament Conference at Geneva, March 21-April 26, 1927; and was secretary of the Delegation to the Conference for the Limitation of Naval Armaments, Geneva, June-August, 1927.

WASHINGTON NAVAL TREATY OF 1922

By two notes, each dated April 5, 1932, the Italian Ambassador at Washington informed the Secretary of State that the contract signed by the Portuguese Government and the firm Cantiere Monfalcone of Trieste, on June 2, 1931, for the construction of two submarines, and the contract signed on June 2, 1931, by the Portuguese Government and the firm Cantiere S. Marco of Trieste, for the construction of an aircraft carrier, have been rescinded owing to the depreciation of the pound sterling.

Notification of the signing of the two contracts and the particulars relating to the vessels had previously been notified to this Government by the Italian Ambassador in accordance with the terms of the Washington Naval Treaty of 1922.5

By a communication dated April 18, 1932, the Director General of the Pan American Union informed this Government of the deposit on April 8, 1932, in the archives of the Pan American Union, of the instrument of ratification by the Dominican Republic of the convention defining the rights and duties of American states in the event of civil strife, signed at the Sixth International Conference of American States held at Habana February 20, 1928.

Brazil

By a note dated April 5, 1932, the Swiss Minister at Washington forwarded to the Secretary of State certified copies of the procèsverbaux of the deposit on March 23, 1932, of the ratifications of Brazil of the convention for the amelioration of the condition of the sick and wounded of armies in the field and the convention relating to the treatment of prisoners of war, signed at Geneva July 27, 1929. These ratifications will become effective six months after the date of their deposit, namely, September 23, 1932, in accordance with the terms of articles 33 and 92, respectively, of the conventions.

TREATY BETWEEN THE UNITED STATES AND HAITI OF SEPTEMBER 16,

1915

The Haitian Government in a note of December 22, 1931, to the American Minister to Haiti, raised various important questions concerning the provisions of the treaty between the United States and Haiti signed September 16, 1915, relating to the finances, economic development, and tranquillity of Haiti;1 the additional act, extending the duration of the treaty of 1915, signed March 28, 1917;' and the protocol establishing a claims commission, signed October 3, 1919.3

The Minister replied to the Haitian Government under date of April 6, 1932, setting forth the position of the United States in respect to these questions. This reply was published in full in Press Releases, Weekly Issue No. 134, April 23, 1932, pages 365–372.

Dominican Republic

By a communication dated April 18, 1932, the Director General of the Pan American Union informed this Government of the deposit on April 8, 1932, in the archives of the Pan American Union, of the instrument of ratification of the Dominican Republic of the convention fixing the rules for the granting of asylum, signed at the `Sixth International Conference of American States held at Habana February 20, 1928.1

Hejaz and Nejd

By a note dated April 7, 1932, the Italian Ambassador at Washington informed the Secretary of State that by a note verbale of January 21, 1932, the Government of the Hejaz and Nejd and its Dependencies informed the Italian Consul at Jedda of its desire to adhere to the arrangement for the establishment of an International Office of Public Health at Paris, signed at Rome December 9, 1907.2

NATURALIZATION

NATURALIZATION TREATY BETWEEN THE UNITED STATES AND ALBANIA

The American Minister to Albania reported by a telegram dated April 5, 1932, that a treaty of naturalization was signed with Albania on that day. This treaty supersedes the treaty signed on January 21, 1931.*

Nicaragua

According to a circular letter dated April 2, 1932, from the League of Nations, the notification of the adherence of Nicaragua to the convention for limiting the manufacture and regulating the distribution of narcotic drugs and protocol of signature, signed at Geneva July 13, 1931, was deposited with the Secretariat on March 16, 1932.6

On April 8, 1932, the President ratified the convention for limiting the manufacture and regulating the distribution of narcotic drugs, signed at Geneva July 13, 1931.

CONVENTION AND STATUTE ESTABLISHING AN INTERNATIONAL RELIEF UNION

Turkey

According to a circular letter dated March 19, 1932, from the League of Nations, the Turkish Minister to Switzerland deposited with the Secretariat on March 10, 1932, the ratification by Turkey of the convention and statute establishing an International Relief Union, signed at Geneva July 12, 1927.

The objects of the International Relief Union established under the auspices of the League of Nations, are described in article 2 as follows:

(1) In the event of any disaster due to force majeure, the exceptional gravity of which exceeds the limits of the powers and resources of the stricken people, to furnish to the suffering population first aid and to assemble for this purpose funds, resources and assistance of all kinds;

(2) In the event of any public disaster, to co-ordinate as occasion offers the efforts made by relief organisations, and, in a general way, to encourage the study of preventive measures against disasters and to induce all peoples to render mutual international assistance.

By the terms of the convention it will enter into force on the 90th day after the receipt by the Secretary-General of ratifications or accessions of at least 12 members of the League of Nations or nonmember states, the combined contributions of which amount to 600
