Mr. MCGUIRE. This chart shows the budget totals for the House over a ten-year period. I think the most significant point is the closeness between our appropriations and what is expended. As you mentioned earlier, we do a fairly good job of pulling together a tight budget, particularly since we don't operate like the Executive branch where we have a centralized function that says okay, we are getting close to the end of the year and have to spend all our money. This occurs because the requirement is there.

HOUSE LEADERSHIP OFFICES

Mr. GUTHRIE. Mr. Chairman, moving on to the fiscal year 1984, House Leadership Offices-for salaries and expenses of the House Leadership Offices, $2,915,000. Included in this amount are additional funds for each Leader's Office consistent with the October 1, 1982 Federal pay comparability provision and the effect of the lifting of the pay cap for Executive Levels III, IV and V on December 18, 1982.

Mr. Chairman, each Leadership Office is entitled to a statutory allowance and a lump sum allowance authorized by law. Included in the statutory allowance are specific personnel positions. The lump sum allowance includes funding for all other positions and nonpersonnel expenditures. In addition, the Speaker, Majority Leader and Minority Leader are each entitled to an annual official expenses allowance which they receive at their request. Historically, a parity has been maintained between the Majority and Minority offices, excluding the Speaker. Since each of these offices has had an increase attributable to the pay raise and the lifting of the pay cap, I would like to insert these tables for the record. [The information follows:]

OFFICE OF THE SPEAKER

For the Office of the Speaker, $721,000. This includes funds for statutory positions, a Lump Sum Allowance and $18,000 for the Speaker's expense allowance.

For the Office of the Majority Floor Leader, $594,000. This includes funds for statutory positions, a Lump Sum Allowance and $10,000 for the Leader's official expenses.

Mr. FAZIO. I might point out we have with us Mr. Brand, who was a victorious House Counsel in court recently. We congratulate you on your success.

Mr. BRAND. Thank you, Mr. Chairman.

Mr. FAZIO. I read about you in the Wall Street Journal. I think it is time to go out and seek private employment.

Mr. BRAND. That would have been if we had lost.

Mr. Fazio. A very cute statement; one that troubles me, as a matter of fact.

SALARIES, OFFICERS AND EMPLOYEES

Mr. GUTHRIE. Mr. Chairman, the next category is on page 17 of the Clerk's statement relating to salaries of officers and employees as authorized by law, $44,639,000.

I shall list the amounts presently estimated for each office. The funding under this heading is principally for personnel costs. I will point out those offices which have nonpersonnel amounts or lump sum allowances as each request is presented. In most instances, the increases over fiscal year 1983 are for the October 1, 1982 Federal pay comparability adjustment for House employees and the increase given to executive level employees in December. Mr. Chairman, I will begin with the request for the office of the Clerk of the House.

OFFICE OF THE CLERK

Mr. Chairman, as you and Members of the subcommittee are aware, I became Clerk of the House on January 3, 1983. Returning to the Clerk's Office was not a totally new experience for me; served as an assistant in this office to three former Clerks. And, during my tenure as Sergeant at Arms, I continued to work closely with the Clerk and his staff on many items of mutual concern. During the past few weeks, I have been extremely busy in reviewing the activities in the Clerk's Office during the past three years. I am pleased to report that my first few weeks confirmed what I knew from the past-the Clerk's Office is well staffed, well organized, and has been very active in the concluding business and activities of the 97th Congress and the beginning of the 98th Congress. It will be my intention, Mr. Chairman, to maintain an efficient operation during my tenure as Clerk and to improve upon it when possible.
