This binding was done from the "Contingencies, headquarters of military departments, etc., 1919," by the Army service schools, Fort Leavenworth, Kans., excepting the last item, which was done in open market in Chicago. It is not practicable to ascertain separately the cost of labor and material.

The above printing should be done locally in the routine of instruction and administration for the headquarters, Central Department. It is impossible to itemize every little form which must be printed, as changes in the service and orders and instruc tions from the War Department can not be foreseen.

The above is a quarterly estimate based on the needs of prewar conditions and it is recommended that the amount be allotted.

1. In compliance with paragraph 5, Circular No. 410, War Department, 1919, the following report is made of printing done during the quarter ending July 1, 1919, for headquarters, Western Department. The printing was done under a formal contract after advertising:

All items listed in group B cover printing of forms not especially provided by the War Department, but which were necessary in the proper administration of public business.

Group C:

Purchase orders and receiving reports.

Shipping orders, shipping memoranda, tally sheets, etc., required in connection with shipments..

As the zone supply and transportation officer, zone 13, had no contract for printing, the items listed in this group were printed upon his request at the time the system of property accountability was changed, and the War Department could not furnish them from the Government Printing Establishment in the District of Columbia, due to the large volume of work.

2. It is impracticable to furnish samples of the work done, stated in groups A, B, and C at this time, as the only samples of the work retained at these headquarters at the time payment for the work was made were forwarded with the letter to The Adjutant General of the Army under date of July 29, 1919, File 486.4-FA (general), submitted in compliance with section 4, Bulletin No. 13, War Department, 1919.

3. The expenditure under group A was incurred during the progress of demobilization, which necessitated printing of large number of special orders in the case of discharge of officers and enlisted men. It is difficult to estimate the amount that may be required upon completion of demobilization, but it is thought that $8,000 will be sufficient for the entire year to have printing done as authorized by paragraph 510–514, Army Regulations, 1913. Memorandum for War Plans Division, General Staff:

1. Referring to paragraph 5, Circular No. 410, War Department, August 22, 1919, relative to "Reports required on printing and service publications," inclose report, so far as can be determined from the records of this office, of the printing done during the quarter ending June 30, 1919, for this office.

2. There is no printing machine or equipment under the direct control of this office and no printing, other than that obtained on requisition from the Government Printer, is contemplated for the quarters ending September 30 and December 31, 1919.

3. It is assumed from the first sentence of paragraph 1 of the aforementioned circular that it has been sent to the commanding officers of all general and camp hospitals, the only places at which printing equipment and appliances are operated by or under the jurisdiction of officers of the Medical Corps, and that reports will be sent from them direct to the War Plans Division, General Staff, as is contemplated in the circular.

4. It would be impossible for this office to furnish on or before September 5 the information called for in paragraph 4-a from all such stations, since the circular in question was not received in this office until the 30th ultimo. All records of the property at these institutions are in the possession of the Chief Property and Accounting Division, Office Director of Finance.
