FOREWORD

"Foreign Policy Choices for the Seventies and Eighties" is a series of hearings conducted by the Foreign Relations Committee of the Senate with the intention of clearly presenting the options available to the United States during the next decade. I conceived of the series primarily as a vehicle to bring before the public, governmental officials and interested parties abroad a wide spectrum of thought about the kind of nation we should be among the family of nations in hopes of encouraging further public discussion of the issues.

Although it is intended to continue this educational series, it is appropriate to publish the first 13 hearings at this time, as the new year approaches and as public attention is directed to important national and international issues.

There are three parts to the material now being released.

A "Committee Print" titled: "Foreign Policy Choices for the Seventies and Eighties: Summary of Testimony and Issues in Hearings Held by the Senate Committee on Foreign Relations on September 10, October 22, November 10 and 19, December 3 and 8, 1975; January 21 and 28, February 25, March 16, April 12, May 5, and September 20. 1976."

This publication, prepared by Margaret Goodman, Foreign Affairs Division of the Library of Congress Congressional Research Service, highlights the main themes and issues developed in the hearings so far and, through ample annotation, leads the interested reader into key sections of the verbatim hearing record.

A two-volume hearing record.

Volume 1 titled: "Foreign Policy Choices for the Seventies and Eighties: Private Witnesses" contains the transcripts of hearings at which the Committee received testimony from public opinion pollsters, business, labor, farm, media, academic, religious and environmental leaders.

Volume 2 titled: "Foreign Policy Choices for the Seventies and Eighties: Government Witnesses" contains the transcripts of hearings where the witnesses were current or past Cabinet Members, Governors and mayors.
