We have your letter of July 1, 1994, requesting approval of reprogramming and transfers of certain House of Representatives Salaries and expenses" funds under the authorities cited, including Section 101 (c) (1) of Public Law 102-392 (at 106 Stat. 1710), Public Law 102-90 (at 105 Stat. 452), and Section 307 of Public Law 102-392 (at 106 Stat. 1722).

Specifically, you request transferring $4,147,098 of fiscal
year 1993 funds from various "Salaries, officers and employees"
line items and from "Official mail costs" to "Supplies,
materials, etc." under "Allowances and expenses"; cancelling
previous approval to reprogram $4,989,838 in fiscal year 1992
funds form "Official mail costs and various line items under
"Salaries, officers and employees", "Allowances and expenses",
and Standing committees, special and select to fiscal year 1033
for equipment and "Government contributions"; transferring the
above 1992 funds to fiscal year 1994 "Members clerk hire"; to
transfer $170,000 of fiscal year 1994 funds from "Standing
committees, special and select" to "Supplies, materials, etc."
under "Allowances and expenses"; to transfer $4,989,000 in fiscal
year 1993 funds from "Official mail costs" to equipment and
employee benefits under "Allowances and expenses"; and to
transfer $25,864 of unexpended deposited amounts remaining in the
House Child Care Center account for 1994 merit increases and to
1995 to offset tuition increases.
