I am writing to request your assistance in obtaining Subcommittee approval to reprogram FY94 funds within the Capitol Police General Expenses account. This reprogramming is necessary in order to fully fund the cost of contracting out all aspects of the police promotional process. In the past, the police contracted out only the written portion of this process. The Capitol Police recently completed a comprehensive selection process to determine the best vendor to administer the promotional process to the department. After considering the cost and other factors, the vendor's total cost for this process is $128,050. However, when the Capitol Police prepared their FY94 budget request, they only requested funding to cover the written portion of the process. Since the Capitol Police will now be contracting out for the entire promotional process, it is necessary to reprogram $53,000 from the various object classes to cover the additional expense. Sincerely, Vie Vic Fazio, Chairman Subcommittee on Legislative The Capitol Police has requested the assistance of the Board in obtaining Subcommittee approval to reprogram funds within their Salary Accounts to cover a projected shortage of overtime funds for FY94. At the current rate of overtime expenditure, the $1,500,000 appropriated for FY94 will be exhausted before the end of August 1994. The Police project that an additional $400,000 ($250,000 for the Senate payroll and $150,000 for the House payroll) will be necessary to fund the overtime cost for the remainder of FY94. The reason the overtime funds are being depleted is the cost for scheduled overtime necessary to cover the various post/assignments fequired during late and extended sessions of Congress. The rising number of resignations is also requiring the use of additional duty to cover assignments. Although we have a recruit class in progress, we will have begun FY95 before this class will graduate from training and we can begin to use their services. Another factor contributing to the use of additional duty is the number of spontaneous demonstrations resulting in mass arrests that have been occurring as a result of pending legislation before the Congress. Sufficient funding exists within each of the respective salary accounts to fund the projected additional overtime cost for FY94. This is due to the number of vacancies that were carried throughout the year before we were able to schedule a full recruit class at the Federal Law Enforcement Training Center.
