This estimate takes into consideration a postal rate increase of 10.3% effective January 1995. The actual billings received during the four quarters of FY 94 totaled $42,372,000. This represented 327.9 million pieces of mail for the House from the U. S. Postal Service for franked mail costs incurred during the fiscal year. The FY '93 totals were $24,619,471 representing 159.1 million pieces of mail. Unexpended Balances... Office of the Doorkeeper (See Pages 66-67 Subcommittee Print) The Office of the Doorkeeper has been abolished and its offices redistributed to the Office of the Clerk, Sergeant at Arms and the Chief Administrative Officer at the beginning of the 104th Scot M. Faulkner Chief Administrative Officer REVISED OPENING REMARKS Mr. Chairman, The Office of the Chief Administrative Officer is a newly created entity with the 104th Congress. Our task, in these first few weeks of this new Congress, has been to conduct, at the direction of the Committee on House Oversight, a comprehensive operational review of all functions assigned to this new office. Our goal is to identify opportunities for fundamentally improving the delivery of services to the House of Representatives. These operational reviews relate to the following broad areas: * Reform and streamline Finance Office operations, * Upgrade information dissemination functions and * Reform personnel systems, including achieving 25% * Reform the delivery of services and assess privatization It is our goal to have this comprehensive review completed by the end of February. At that time we anticipate guidance from the Committee on House Oversight as to how to proceed with the improvement opportunities identified by the review. I will submit a detailed assessment of these improvements, as they relate to funding and employment levels, to this Subcommittee prior to the mark-up of the FY96 Appropriations legislation. |
