A BILL For the relief of Steve Kalisz and Stella Lakomski

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following Letters Patent of the United States originally issued to Elbert R. Robinson, deceased, formerly a citizen of the United States and a resident of Chicago, Illinois, be, and the same are hereby, revived and extended in the names of Steve Kalisz and Stella Lakomski, citizens of the United States and residents of Chicago, Illinois, present owners of the same, for further periods of seventeen years each from the effective date of this act, to wit: United States Patent Numbered 594,286 (Casting Composite or other Wheels), issued November 23, 1897; United States Patent Numbered 600,890 (Trolley Wheel), issued March 22, 1898; United States Patent Numbered 866,306 (Switch), issued September 17, 1907; United States Patent Numbered 866,541 (Rail), issued May 5, 1908; United States Patent Numbered 887,848 (Cast Iron Axle), issued May 19, 1908.

A BILL To revive certain patents

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following letters patent of the United States of Elbert R. Robinson, deceased, formerly a citizen of the United States and a resident of Chicago, Illinois, be, and the same are hereby, revived and extended in the name of John T. Hanisch, John J. Komaracki, Emil Bado, Nelle Szufnarowski, Anthony J. Grym, John Porebski, Onufry Janusz, and Stanley Schlieben, each individually and as a fully appointed member of a committee representing some seven hundred and sixty other holders of E. R. Robinson notes for the use and benefit of the said noteholders in proportion to the amount of notes which they hold and for the use and benefit of any other noteholders as their interests may appear, for further periods of seventeen years each from their respective dates of their expiration, to wit: Patent numbered 866,306 (switch), issued September 17, 1907, expired September 17, 1924; patent numbered 886,541 (rail), issued May 5, 1908, expired May 5, 1925; patent numbered 887,848 (axle), issued May 19, 1908, expired May 19, 1925; and patent numbered 1,109,018 (motor vehicle), issued September 1, 1914, expired September 1, 1931.

Mr. EDELSTEIN. The committee has for consideration this morning H. R. 7685, as well as H. R. 9341, which covers the same subject. We will call upon Congressman Reed of Illinois, who introduced H. R. 7685.

STATEMENT OF HON. CHAUNCEY W. REED, A REPRESENTATIVE IN CONGRESS FROM THE STATE OF ILLINOIS

Mr. REED. Mr. Chairman, I expect to take only a few minutes of the committee's time myself. I just want to say to the committee that in the Seventy-fourth Congress I introduced H. R. 8015 covering this same subject matter.

Mr. EDELSTEIN. Yes, sir.

Mr. REED. And then in the Seventy-fifth Congress I introduced another one.

Mr. EDELSTEIN. H. R. 5748.

Mr. REED. Yes.

Mr EDELSTEIN. The clerk has recently prepared a memorandum on the various bills introduced in the last three Congresses on the extension of the Robinson patents. I will ask that the numbers of those bills be included in the record at this point.

No other action taken on any of these bills at any time.

ERNEST A. NORWIG, Acting Clerk. (Delivered to Mr. Maciejewski's office, 1410 House Office Building.) Mr. REED. I introduced these bills at that time at the request of an attorney friend of mine by the name of Hitzman, whom I had known for a great many years. He came to me at that time and explained the bill and the rights of the people whom he had represented in certain litigation, and I believed from what he told me and still believe that naturally there was necessity to bring this matter before Congress in order to give relief to the people whom he represented.

In the Seventy-fifth Congress another gentleman came to me who was interested in the same proposition and informed me that Congressman Andresen also intended to introduce a bill, which I understand later he did, but I do not know that any action was ever taken on it. No action was ever reached on the two bills that I introduced before because Attorney Hitzman told me that similar bills were being introduced by Senator Lewis in the Senate, and that they expected to take action over there.
