DEAR MRS. SULLIVAN: In response to a request from Representative John D. Dingell, Chairman of the Subcommittee on Fisheries and Wildlife Conservation and the Environment, I am pleased to transmit a revision of this compilation of laws relating to fish and wildlife, oceanography, and environmental quality. This document was updated, cooperatively, by researchers from several division: Mr. George Costello (American Law Division), Mr. H. Steve Hughes (Environmental Policy Division), with the assistance of Mrs. Nancy Peterson (Science Policy Research Division), and Ms. Marjorie Browne (Foreign Affairs Division). The project was carried out under the direction of Mr. Joseph E. Ross, Chief of the American Law Division and Mr. Wallace D. Bowman, Chief of the Environmental Policy Division.

I trust that this current edition of the compilation will prove to be as useful for your committee as the first edition.

DEAR MADAM CHAIRMAN: During the last Congress, the Library of Congress prepared for the use of the Committee a compilation of public laws relating to conservation, oceanography and environmental quality. That compilation proved to be a most useful document, and was in great demand as a source for many people in public and private life, as well as for the Committee.

At our request, the staff of the Library of Congress has prepared an updated version of this compilation, incorporating all laws enacted through the 92d Congress. The material was assembled and edited for printing by the Committee editor, Donald A. Watt. I attach a copy of this work, and recommend that it be printed as a Committee Print. The Hon. Thomas N. Downing, Chairman of the Subcommittee on Oceanography, joins me in this recommendation. I am confident this document will again prove to be of great use, and will save countless hours of research effort better spent elsewhere.
