The Office of Contracts is responsible for: formulating policy relative to contracts and grants; furnishing advice and assistance to program officials on technical contractual matters; negotiating for contract services and administration of these contracts; and insuring contractor compliance with statutory and contractual agreements. Prior to fiscal year 1974, these functions were performed organizationally as part of the Office of General Services. No change in staffing is anticipated for 1975 as the number of contract actions and contracts administered are expected to increase somewhat in fiscal year 1975--partially as a result of the anticipated increase in the research program--but is not expected to have any appreciable staff impact. Estimated workload data and its relationship to manpower is shown on the following table.'

The Office of General Services has Department-wide responsibility for development of recommendations to the Assistant Secretary for Administration concerning general services policy, and for implementation of standards and procedures to provide an effective, efficient general services program. It conducts general services operations at Headquarters and supports the Department's Regional, Area and Insuring Offices, including functional supervision of general services activities in the Regional Offices. It maintains liaison with other agencies having functional responsibility for, or control over, specific elements of general services.

1. The Facilities Management Division is responsible for space management, centralized filing operations, mail and messenger service, and for certain other functions which are described under the Working Capital Fund section of these Justifications.

2. The Library and Information Division is responsible for: operating the HUD Central Library Facility, providing functional guidance support and services to HUD Regional, Area and Insuring Offices; providing technical library resources in housing and urban development on a national basis; and operating a Program Information Center providing information and printed materials to the public.

3. The Publications staff reviews requests for new HUD publications in terms of Departmental policy and standards. It provides special guidance to offices of the Department on publication projects and offers writing and editing assistance in the preparation of publications. Additionally, it analyzes the need for consolidating or eliminating current publications and reviews all publication materials for conformance to Government publication policies and standards.

Workload of the Office of General Services is expected to remain relatively constant in fiscal year 1975 and no changes in staffing levels are anticipated. Tabulations of actual and estimated workload and their relationship to staffing levels are shown on the following pages.
