Washington, D.C. The committee met, pursuant to notice, at 10 a.m., in room 212, Old Senate Office Building, Hon. John C. Stennis (chairman).

Present: Senators Stennis (presiding), Symington, Byrd, Jr., of Virginia, Smith, Thurmond, and Goldwater.

The CHAIRMAN. All right. This is a closed hearing, gentlemen. That means you are responsible for everyone in here, Mr. Secretary, except the ones I am responsible for.

Mr. KELLEY. Yes, sir. I will assume that responsibility.
