The committee met, pursuant to notice, at 10 a.m., in room 212, Old Senate Office Building, Hon. John C. Stennis (chairman).

Present: Senators Stennis (presiding), Symington, Byrd, Jr., of Virginia, Smith, Thurmond, and Goldwater.

The CHAIRMAN. All right. This is a closed hearing, gentlemen. That means you are responsible for everyone in here, Mr. Secretary, except the ones I am responsible for.

Mr. KELLEY. Yes, sir. I will assume that responsibility.

I have a fairly brief statement that I want to read. First, I want to welcome you gentlemen today. I think this is a very important subject matter and I am sure you do and we are going to wrestle with it the

Mr. STENNIS (for himself and Mrs. Sm) (by request) introduced the following bill; which was read twice and referred to the Committee on Armed Services

A BILL

To authorize appropriations during the fiscal year 1973 for procurement of aircraft, missiles, naval vessels, tracked combat vehicles, torpedoes, and other weapons, and research, development, test, and evaluation for the Armed Forces, and to prescribe the authorized personnel strength for each active duty component and of the Selected Reserve of each Reserve component of the Armed Forces, and for other purposes.
