COLORADO PROJECT

Mr. CRAMTON. At the present time you have 6,000 acres on this project, and 6,000 acres under constructed works; actually irrigated, 4,500 acres. Now, I would understand from that that there were 6,000 acres for which the work was completed, and that the total under the project was 6,000 acres. In other words, that the project was completed. Of course, you have about 230,000 acres more in the reservation, but that does not count. In your estimate you state it is contemplated to further increase the acreage during the year with the hope of bringing the total irrigable acreage under cultivation. You have about 1,500 acres available. What is the new construction?

Mr. REED. It is their laterals. It is not a good proposition to build those laterals a long way ahead of the time when they will be used. That is quite a windy country, quite a sandy country, and if we would build them a year or two ahead, and they were not wet, the chances are we would lose quite a per cent of them by having them filled with drift sand.

Mr. CRAMTON. And how much of this work do they expect to do next year?

Mr. REED. They expect to do whatever is cultivated by the Indians or leased to the whites.

Mr. CRAMTON. Keep up with the demand?

Mr. REED. Yes.

Mr. CRAMTON. In 1924 you spent $13,728 for that construction work. How much is being spent in 1925?

Mr. REED. During the summer, beginning July, there is very little spent. The control comes when the leases are made in the winter. Then we know what we have to prepare for.

Mr. CRAMTON. So you don't know what you are going to spend in 1925?

Mr. REED. We do not. That is an estimate. It will depend entirely on what the agent leases or what the Indians signify they are willing to cultivate?

Mr. CRAMTON. Have you anything to say as to how this figure of $25,000 for operation and maintenance cost, a reduction of $15,000, was arrived at? You told me you did not know the Budget knew you were getting any money from O. and M. charges.

Mr. REED. I said I didn't know if they knew.

Mr. CRAMTON. They couldn't have known how much you are getting from O. and M. charges, because you don't know yourself yet. Mr. REED. That information is all available. We will get it. Mr. CRAMTON. Yes; but you haven't had it yet. It is manifest it has not been presented to the Budget.

OPERATION AND MAINTENANCE OF GANADO PROJECT, ARIZONA

The next item is item No. 30, page 93 of the bill:

For operation and maintenance of the Ganado irrigation project, Arizona, reimbursable under such rules and regulations as the Secretary of the Interior may prescribe, $2,800.

Mr. MERITT. Our justification for that is as follows:

Tribe: Navajo, population, 11,280.

Area of reservation, 9,503,763 acres.
Irrigable under project, 1,740 acres.

Under constructed works, 1,740 acres.

Actually irrigated, 321 acres.

Cultivated by Indians, 200 acres.
Cultivated by white owners, 121 acres.
Number of Indians engaged, 30.

Number of white owners engaged, 1.

Construction costs for year ending June 30, 1924, $1,021.94.

Construction costs to June 30, 1924, $109,382.61.

Operation and maintenance costs for year ending June 30, 1924, $4,177.57.

Operation and maintenance costs to June 30, 1924, $29,328.48.

Operation and maintenance charges are not collected from the Indians. Estimated additional cost to complete project, $3,000.

Estimated cost per acre when completed, $61.

Average value of irrigable land per acre, $150.

Irrigation project started in 1912.

Work done by force account. Indian labor being principally used.
