Notes

The main assumptions made in calculating the above figure were:

1. The average pre-recorded video cassette library contains 80 video cassettes (see Table 47). This was assumed to include 50 different titles with 30 of them never being copied for internal use and the other 30 having one copy of each for internal use.

2. Approximately 49 percent of the organizations using pre-recorded video cassettes in training never make unauthorized copies for internal use, and

approximately 36 percent never make unauthorized archival copies (see Tables 12 and 8).

3. Seventy-five percent of all organizations in corporate America with 50 or more employees use pre-recorded videocassettes in their training programs (see Table 5).

libraries, i.e., they are not considered to be in active use.

The estimates in Table 48 do not include pre-recorded videocassettes used by the various agencies of the federal government nor those used with students in the classroom by the education sector.

Calculations were also made assuming a library composed of 80 prerecorded video cassettes (4 copies each of 20 different titles) with the following results: Estimated total unauthorized coies as a percent of total number of video cassettes in pre-recorded libraries = 33.7 percent rather than 30.4 percent, Estimated total illegal copies of pre-recorded video cassettes as a percent of total legal copies of pre-recorded video cassettes = 45.1 percent rather than 33.6 percent, and Estimated illegal copies as a percent of total pre-recorded video cassette library for organizations which make unauthorized archival copies = 65.6 percent rather than 59.1 percent. Based on these assumptions, the following methods were then used to calculate the figures in Table 48.

The total number of pre-recorded video cassettes in pre-recorded
libraries was calculated by multiplying the average size of library (80) by
the number of organizations using pre-recorded video cassettes in
Corporate America (74.7 percent, from Table 5).

The total number of pre-recorded video cassettes in pre-recorded
libraries of organizations which practice illegal copying was calculated
as above but for organizations that responded "Always," "Almost
Always," "Sometimes," or "Almost Never" to the question in Table 12.
(Note that throughout the report up until this table, "copyright violators"
did not include the group saying their organization "Almost Never"
makes multiple copies for internal use without a license.)

The total number of unauthorized copies made for internal use was calculated by, for each value of the question described in Table 12, multiplying the number of companies in Corporate America using videotape in training by the percentage of the sample answering with the value from Table 12 by a percentage based on the value (100% for value 1, 75% for value 2, etc. as shown in [4] above) by the number of tapes assumed to be copied (30). The products for each of the values from Table 12 were then summed.

Estimated total number of legally copied and purchased pre-recorded video cassettes was calculated by subtracting the total number of illegal copies from the total number of video cassettes in pre-recorded libraries (13.7—1.3 = 12.4).

The total number of unauthorized archival copies was calculated with the same methodology as above, except that the distribution from Table 8 was used in place of Table 12, and the number of tapes assumed to be archived was 50 rather than 30.

The estimated total number of internally/custom produced videocassettes in libraries of organizations using pre-recorded videocassettes in training was calculated by applying the ratio of "the average number of pre-recorded cassettes in libraries" / "the average total number of videocassettes in libraries" (4.1=51.2 percent) from Table 47 to the estimated total number of pre-recorded video cassettes in libraries (13.7 million), i.e., if 13.7 million = 51.2 percent, 100 percent 26.8 million, and 48.8 percent = 13.1 million.

The estimated total unauthorized copies as a percent of total prerecorded libraries (30.4 percent) was calculated by dividing the sum of illegal copies for internal use (1.3 million) and illegal archive copies (2.9 million) by the size of the total pre-recorded libraries (13.7 million).

The estimated total unauthorized copies as a percent of total, legal copies of pre-recorded video cassettes was calculated by dividing the sum of illegal copies for internal use (1.3 million) and illegal archive copies (2.9 million) by the sum of the size of the total libraries (13.7 million) minus the illegal copies for internal use (1.3 million).

The illegal copies as a percent of total pre-recorded video cassette library for organizations which make unauthorized archival copies projection was attained by dividing the total number of illegal copies, both for internal use and for use as archives, by the total number of prerecorded video cassettes in libraries of organizations which at least sometimes make unauthorized copies for internal use (7.0 million).

Methodology

A two-paged questionnaire was developed jointly by Lakewood Research and the Training Media Distributors Association in early 1987.

The questionnaire contained some demographic items, some questions regarding the size of respondents' organizations, questions regarding organizational copying policies and practices, items concerning attitudes towards making copies and the role of information in society, and the practicality of some selected copyright actions. A copy of the questionnaire used follows this methodology.

In February, 1987, 50 pretest questionnaires were distributed to selected members of Lakewood Research's Research Panel (a pre-qualified group of over 2,400 training executives surveyed periodically for custom research projects) who had indicated on the 1986 U.S. Training Industry Survey that their organization uses pre-recorded, offthe-shelf videocassettes in training programs. Twenty-two forms were returned. Upon minor revisions, an additional 765 questionnaires were mailed March 6 to members of the above sample. By the cut-off date of April 3, 389 questionnaires had been returned and coded into the database, for a response rate of 46.7 percent.
