CONCERNING VIDEOCASSETTE COPYING.

The following statements represent various actions involving pre-recorded videocassettes that people feel very differently about. Please indicate to what extent such an action, if unauthorized by the copyright owner,is acceptable to you by checking the appropriate box: perfectly acceptable, somewhat acceptable, somewhat unacceptable, or not at all acceptable.*

Each cell in this table represents the mean of a 1 to 4 scale, where 1 stood for "Perfectly Acceptable", 2 for "Somewhat Acceptable", 3 for "Somewhat Unacceptable", and 4 for "Not at all Acceptable". Therefore, the lower the mean, the more acceptable the action. The breakdowns of the actual responses are reported on the seven tables that follow.

Respondents find making a back-up or archival copy, making video copies of 16mm films, and making copies for training in branch offices the most acceptable of the listed actions. Making copies for resale and making copies for friends in other organizations are the most unacceptable actions. For all actions where there is a marked difference between the reactions of the violators and non-violators, violators find copying more acceptable.

More respondents believe that it is acceptable to make back-ups or archives than that it is unacceptable, although large percentages believe the practice is both perfectly and not at all acceptable.

More than 90 percent of the copyright violators find making a back-up or archive to be at least a somewhat acceptable action, while only 43.0 percent of the non-violators find it acceptable. Over one-third of the non-violators find making back-ups to be a not at all acceptable action.

Nearly 60 percent of the respondents view making unauthorized multiple copies as not at all acceptable, while only 9.4 percent think it to be a perfectly acceptable practice.

More than half of the copyright violators find making multiple copies of prerecorded videocassettes either somewhat or perfectly acceptable, while barely 7 percent of the non-violators do. Nearly 80 percent of the non-violators view making multiple copies as not at all acceptable.

More than 30 percent of the respondents believe it either somewhat or perfectly
acceptable to make unauthorized copies of videocassettes for training in
branch offices.

Nearly three-fourths of the non-violators find making copies for home use to be
a not at all acce; table action, while barely one-fourth of the copyright violators
see it as not at all acceptable.
