patent either as patentee, assignee, licensee or infringer. The booklet sets forth in concise and non-technical language the various ground on which a patent may be invalidated and the precautions to be observed by anyone seeking an interest therein. The rights of co-owners are clearly set forth and also the pitfalls that beset an inventor seeking to dispose of his patent. It treats briefly of court procedure in infringement actions and of the rights and responsibilities of manufacturers, me chants and corporation officials in such cases. The rights of licensees are set forth as well as the relation of employer and employee in patent cases. The booklet concludes with some suggested changes which might simplify patent causes and a table of the more important court decisions. E. C. R.

COMMENT.

The New Vice President of the Patent Office Society.

Vice President, Mr. B. E. Schlesinger having resigned, the Executive Committee has selected for this office Mr. R. E. Adams. Mr. Adams has been active in the Society since its organization, having served as Secretary for three years and has rendered valuable service on the Executive Committee and other committees of the Society. he has contributed largely to the success of numerous social gatherings of the members and friends of the Society from time-to-time. Mr. Adams' popularity and useful

ness in the organization is shown by the frequent calls upon his time and talent made by the Society to which calls he has always cheerfully responded and in the performance of the duties involved in the same has always untiringly and efficiently labored.

Mr. Adams entered the Patent Office in 1914 as Assistant Examiner in Division 17, having previously been employed as an examiner in the Civil Service Commission. He then served as Assistant Chief Clerk for a number of years and is now First Assistant Examiner in Division 11. On the editorial staff of the Patent Office Society Journal he has rendered efficient service in the collection of material for its monthly issues. As Vice President of the Patent Office Society, Mr. Adams will avail himself of opportunities for further usefulness to the Society and the Patent Office.

Dr. Beatty's Retirement.

The Journal regrets to note the retirement of Dr. Wilbur M. Beatty on account of ill health after 21 years of service as Assistant Examiner. Most of this time was spent in the Class of Surgery and Dr. Beatty's knowledge of this class will be greatly missed by the Patent profession. After completing a classical course at the Ohio Wesleyan University, Dr. Beatty studied Medicine and practiced this profession for some years at Newark, Ohio. He entered the Patent Office as Assistant Examiner, April 25, 1902.

Dr. Beatty was an enthusiastic advocate of an international language and accomplished the monumental task of inventing one including a complete vocabulary, grammar and dictionary of 15,000 words and word-stems, published by the author in 1922. To this international language Dr. Beatty gave the name, Qosmiani. It is not intended to replace a Mother tongue but only to supplement it. The copy for the book was written by the author on a Hammond typewriter, from which copy the print
