General KELLEY. Yes, sir; from the strictly engineering standpoint, considering this project by itself without reference to our overall program, our overall capability, or fiscal considerations, the amount of $600,000 could be utilized for this project in fiscal year 1972. Senator STENNIS. I understand that is not in the budget? General KELLEY. No, sir.

Senator STENNIS. $600,000. All right, that answers the question.

CHENA RIVER LAKE, ALASKA

PROJECT:

Chena River Lakes, Fairbanks, Alaska (Continuation of Planning)

LOCATION AND DESCRIPTION: The Chena River Lakes project is located in the vicinity of Fairbanks, Alaska, and encompasses the Tanana River, Chena River, Little Chena River and their tributaries. The proposed plan of improvement provides for the construction of a dam on the Chena River at river mile 28, creating a reservoir with 700,000 acre-feet of usable flood control storage, construction of a dam on the Little Chena River about 11 miles upstream of the confluence with the main Chena River, which will provide a detention reservoir with 50,000 acre-feet of usable flood control storage, and a 27-mile levee system along the Tanana and Chena Rivers.

1/ Excludes future recreation facilities in the amount of $1,260,000 (Federal - $630,000, non-Federal $630,000). 2/ Local interests may elect to repay with interest one-half of the separable costs of Recreation and Fish and Wildlife Enhancement over the 100-year life of the project rather than a Cash Contribution.

JUSTIFICATION:

The proposed project would provide flood protection to the city of Fairbanks, adjacent urban and rural areas, and Fort Wainwright, a military base. The area to be protected comprises 72,300 acres, with an estimated value of approximately $495,000,000. During the flood of August 1967, over 95 percent of the city of Fairbanks was inundated with water depths up to 8 feet in the downtown business area. All forms of community activities and facilities were paralyzed. This flood also resulted in the loss of seven lives and caused damages in excess of $84,000,000, of which $82,000,000 could have been prevented by the project. Average annual benefits are listed below:

NON-FEDERAL COSTS: The initial investment required of local interests in construction of the authorized project is estimated at $1,860,000, broken down as follows:

Local interests are also required to:

operate and maintain recreation, fish and wildlife facilities, levees, and interior drainage facilities; prescribe and enforce regulations to prevent encroachment on channel capacities and ponding areas; and provide regulation against unwise future use of the overflow area by encouraging flood-proofing, land planning, and flood plain management. The annual cost for maintenance and operation of recreation, fish and wildlife facilities, and levee and interior drainage facilities are estimated at $99,000 and $79,000, respectively.

STATUS OF LOCAL COOPERATION: The Fairbanks North Star Borough, by formal resolution, adopted 30 October 1967, expressed its willingness to cooperate on all requirements for local cooperation of cash contribution, lands, easements, relocations, operation and maintenance, excluding costs allocated to fish and wildlife enhancement. The State of Alaska, Department of Natural Resources, by letter dated 16 October 1967, expressed its willingness to bear one-half of the separable cost of the project allocated to recreation and fish and wildlife enhancement, and to bear all costs of operation, maintenance, and replacement thereof.

COMPARISON OF FEDERAL (CORPS OF ENGINEERS) COST ESTIMATE: The current Federal (Corps of Engineers) cost estimate of $137,000,000 is an increase of $9,000,000 over the latest estimate of $128,000,000 submitted to Congress. This increase is due to higher price levels.

PLAN OF IMPROVEMENT

Senator STENNIS. Describe the Chena River Lake project.

General KELLEY. Sir, this is a plan of improvement which would involve construction of dams on the Chena River and Little Chena River and a levee system providing flood control storage for the City of Fairbanks, Alaska. There was a slide showing the State office building surrounded by water in the 1967 flood. The average annual benefits from this project are estimated to be $14,853,000. So there are significant damages to be prevented.
