1 such laborers; (3) inadequate housing renders agricultural 2 employment relatively unattractive and seriously reduces the 3 supply of qualified domestic farm labor that the farming 4 economy requires; and (4) inadequate housing is directly 5 related to the serious and extensive health problems among 6 such laborers whose intra and interstate movement poses a 7 serious health hazard for the communities in which they live 8 and work. Recognizing that this serious housing problem 9 is national in scope, it is hereby declared the policy of the 10 Congress to authorize the Secretary of Agriculture to develop 11 and carry out a program utilizing direct loans, loan insurance, loan-grant combinations, and financial assistance for 13 low-rent housing so as to assist in providing adequate, health14 ful housing and related facilities for the domestic farm 15 laborers of this Nation.

SEC. 2. (a) The first sentence of section 504 (a) of the 19 Housing Act of 1949 is amended to read as follows: "In the

21

event the Secretary determines that an individual who

meets the requirements of eligibility set forth in section 501 22 (c), or who is a domestic farm laborer, cannot qualify for a 23 loan under the provisions of section 502, 503, or 516, and 24 that repairs or improvements should be made to a dwelling 25 occupied by him, in order to make such dwelling safe and

1 sanitary and remove hazards to the health of the occupant,

his family, or the community, or that repairs should be made

to farm buildings in order to remove hazards and make such 4 buildings safe, the Secretary may make a grant or a com5 bined loan and grant to such individual to cover the cost 6 of improvements or additions, such as repairing roofs, pro7 viding toilet facilities, providing a convenient and sanitary

water supply, supplying screens, repairing or providing 9 structural supports, or making other similar repairs or im

provements."

(b) Section 504 of such Act is further amended by adding at the end thereof a new subsection as follows: "(c) As used in this section, the term 'domestic farm 14 laborer' means a citizen of the United States who receives a 15 substantial portion (as determined by the Secretary) of his 16 income as a laborer on a farm or farms situated in the 17 United States."

INSURANCE OF HOME LOANS FOR DOMESTIC FARM

LABORERS

SEC. 3. (a) That part of section 514 (a) of the Housing

Act of 1949 which precedes paragraph (1) is amended to

read as follows:

"SEC. 514. (a) The Secretary is authorized to insure

24 and make commitments to insure loans made, in accordance 25 with terms and conditions substantially identical with those

1 specified in section 502, by lenders other than the United 2 States (i) to the owner of any farm, any association of 3 farmers, any State or political subdivision thereof, or any 4 public or private nonprofit organization for the purpose of 5 providing housing and related facilities for domestic farm 6 labor, and (ii) to domestic farm labor for the purpose of 7 providing housing and related facilities; except that ".

SEC. 4. Title V of the Housing Act of 1949 is amended

11 by adding at the end thereof the following new sections: 12 "DIRECT LOANS TO PROVIDE HOUSING FOR DOMESTIC FARM

"SEC. 516. (a) The Secretary is authorized to make 15 loans (1) to the owner of any farm, any association of 16 farmers, any State or political subdivision thereof, or any 17 public or private nonprofit organization for the purpose of 18 providing housing and related facilities for domestic farm 19 labor, and (2) to domestic farm labor for the purpose of 20 providing housing and related facilities for such labor.

"(b) Loans under this section shall be made subject

22 to the following conditions

"(1) the applicant is unable to secure the necessary

funds from other sources upon terms and conditions

equally as favorable as the terms and conditions ap

plicable to loans under this section;

"(2) the Secretary finds that the construction will

be undertaken in an economical manner, and that it

will not be of elaborate or extravagant design or

materials;

"(3) the Secretary finds that the type of housing and related facilities to be provided is most practical, giving due consideration to the purposes to be served by such housing and the needs of the occupants thereof; "(4) any applicant under clause (1) of subsection (a) agrees that income in the form of rent derived

from housing and related facilities provided under this section shall not exceed an amount determined by the Secretary to be necessary or appropriate for effectuating the purposes of this section, but in no event shall such income exceed an amount equal to the cost of the

housing and related facilities and interest on loans under this section, plus such amount as may be necessary to

defray operating and maintenance costs; and

"(5) in the case of an applicant under clause (1)

of subsection (a) who wishes to provide housing for ownership by domestic farm labor, the applicant agrees

that such labor will be given an opportunity to purchase such housing, and, insofar as is practicable, will be given an opportunity to donate their services voluntarily in

the construction of such housing with a view to keeping construction or acquisition costs low.

"(c) Any loan under this section may be in an amount not exceeding the total development cost, as determined by

the Secretary; shall be repaid within such period, not ex9 ceeding thirty-three years, as may be determined by the 10 Secretary; and shall bear interest at a rate not to exceed 4

per centum per annum on the unpaid balance of the loan. 12 Such reasonable security shall be required in connection 13 with any such loan as the Secretary determines to be neces14 sary, giving due consideration to the interests of the Govern15 ment and the objective of providing housing and related 16 facilities for domestic farm labor.

"(d) There is authorized to be appropriated an amount 18 not to exceed $25,000,000, which shall constitute a revolving 19 fund to be used by the Secretary in carrying out this section. "(e) All laborers and mechanics employed by con21 tractors or subcontractors on projects assisted by the Sec22 retary which are undertaken by approved applicants under 23 clause (1) of subsection (a) or under section 517 shall 24 be paid wages at rates not less than those prevailing on 25 similar construction in the rural part of the locality, as
