The subcommittee met, pursuant to notice, at 10:05 a.m., in room 5302, New Senate Office Building, Senator John Sparkman (chairman of the subcommittee) presiding.

Senator SPARKMAN. Let the committee come to order, please.

Several other members have indicated their plans to be here for the subcommittee meeting this morning but I think we had better get going because we have a pretty full schedule.

Our first witness is Senator Miller, of Iowa. Senator Miller, we welcome you to the committee. We shall be glad to hear from you. I believe you are going to testify on your bill, S. 2045. Is that not right? Senator MILLER. That is correct.

Senator SPARKMAN. Before you do that, may I make a preliminary statement about the hearings in general, not limited to your bill but to all the bills before us.

The purpose of the hearings commencing today and running through Friday, February 28, is to receive testimony on the proposed Housing and Community Development Act of 1964 and on other various housing and related bills which are pending before this subcommittee. At present, there are some 21 bills to consider, and if others are introduced during the course of these hearings they will be added as subjects of the hearings.

Because of the large number of bills to be considered, I do not propose to read the list at this point, as I usually do. Instead, the bills, along with departmental reports, will be made a part of the hearing record at this point in my remarks.

A BILL

To amend title VII of the Housing Act of 1961 to facilitate the conservation of land for open space, and for other purposes.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That (a) section 702 (a) of the Housing Act of 1961 is 4 amended by striking out the second sentence and inserting 5 in lieu thereof the following: "The amount of any such grant 6 shall not exceed 30 per centum of the total cost, as approved 7 by the Administrator, of acquiring such interests: Provided, 8 That this limitation may be increased to not to exceed 50

1 per centum in the case of a grant to a public body for the 2 acquisition of land which, because of its size, location, pro3 jected use, or other significant factors is found by the Ad4 ministrator to be essential to the growth and proper devel

opment of an urban area, or a major subregion of an urban 6 area."

(b) Section 702 (b) of the Housing Act of 1961 is 8 amended (1) by striking out “$50,000,000” and inserting 9 in lieu thereof "$100,000,000", and (2) by inserting before 10 the period at the end thereof a comma and the following: 11 "and any amounts so appropriated for grant purposes shall 12 remain available until expended”.

13 SEC. 2. Section 703 of the Housing Act of 1961 is

14 amended by—

(1) striking out subsection (a) and inserting in lieu thereof the following:

"(a) In the case of land for which grants of not to 18 exceed 30 per centum may be made, the Administrator shall 19 make such grants only if he finds that the proposed use of

the land for permanent open space conforms to a general plan for the locality in which the land is located meeting criteria. 22 he has established for such plans and that a planning process for the locality is in existence."
