A summary of the characteristics of recently admitted tenants and the characteristics of reexamined tenants reveal significantly lower levels of income and rent-paying ability for elderly families than that which obtains for other families.

Low income character of program.-The fact that the PHA-assisted lowrent housing program is serving families in the lowest income group and is not competing with standard dwellings supplied by private business is illustrated by analysis of the income and characteristics of families admitted to low-rent housing projects.

The following tabulation shows the results of admissions during the quarter ended June 30, 1963, compared to the same period of 1962:

The families in public housing constitute a lower income segment of the population than was the case in 1950. This is brought out by an income comparison of the public housing families with those making up the lowest third of the national population. In 1950, the median aggregate annual income of the families reexamined and found eligible in public housing was 93.1 percent of the median for the families in the lowest third of the population, but in 1962, the median for the public housing families reexamined and found eligible was only 86.7 percent of the median for the families then making up the lowest income third of the population.
