2. LIBRARY SERVICES

A. Purchase of Library Materials

LIBRARY OF CONGRESS SALARIES AND EXPENSES

General Statement

The Purchase of Library Materials program provides for the acquisition of necessary research materials for the Library's 88llections: The
Brogram
is administered by the Office of the Associate Librarian for Library Services in conjunction with the Law Library and the Collections Policy Committee: Materials
purchased by the Library include essential publications which are not available through copyright deposit, the Cataloging in Publication program, transfer from
other federal agencies, gift, domestic and international exchange, or by provisions of state and federal law. Given that most of these materials are foreign
publications, the Library acquires the materials with the assistance and support of the overseas Offices and arrangements with 888k dealers, agents, and
publishers to ensure acquisition of current foreign publications of research value for Congress and the scholarly community:

The Purchase of Library Materials program will require $10,854,380 in fiscal 2001 to sustain purchasing power at fiscal 2000 levels. This represents a price level increase of $333,000 over fiscal 2000.

The Library is requesting an increase of $333,000 to maintain the purchasing power for books, serials and newspapers (particularly those published abroad), machine-readable works, special retrospective items, and other Library materials not available through copyright or other non-purchase methods. Recognizing that inflation and foreign currency rates can fluctuate unpredictably and that the Library must respond to evolving trends in publishing, the Library calculated the average price paid for library materials during the previous nineteen years, and used this analysis to project the funding levels needed to maintain the current purchasing power in fiscal 2001. Based on this projection, the Library requests an increase of $333,000 for fiscal 2001. This amount includes price level increases for fiscal 2001 of $282,000 for materials for the general collections(GENPAC), and $51,000 for legal materials.

As reflected in the following charts, the historical price per piece, for various categories of library material, varies over time and by subject. For example, the Library projects that in fiscal 2001, each issue of a law serial will cost $16.41, while each issue of a serial for the general collections will cost $7.31. These combined projections result in an increase over fiscal 2000 of 3.67 percent for LAW and 3.16 percent for GENPAC. The projected inflation for the total book budget is 3.23 percent.
