The operation and controls of the Capitol Power Plant's equipment is very antiquated. Funds will be requested to provide a modern, computerized central control room in the plant Administration Building based on a design funded in fiscal year 1999. This implementation will enable a watch foreman and associated staff to monitor and control the operation of the boilers and chillers in the various plants. This will also provide a far more efficient operation and, at the same time, allow the shifts to perform at maximum capability with fewer personnel. This optimization is the key to maximum efficiency in the plant operations, both now and in the future. Although the Capitol Power Plant operates quite efficiently in terms of cost, this improvement would have calculable benefits toward making the Plant's steam and chilled water production costs even more competitive. In addition the automation of this equipment would lead to reduced emissions through the continuous adjustment of fuel and air flow rates and mixtures.

It is currently estimated that $1 million will be required to procure, install and implement the controls. The estimates for monitors and associated equipment are based on information provided by vendors.

Optimization of Chilled Water Distribution System

en The chilled water distribution system for the Capitol Power Plant consists of approximately eight miles of steel distribution piping serving seventeen buildings. During fiscal year 1997 a study was performed to evaluate the chilled water distribution system to determine if improvements could be made to reduce the operating costs of the pumping systems and improve service to the facilities. The study determined that an investment of $5.6 million would result in annual electric savings of $700,000 to $800,000 and avoided capital costs of $2.5 million from installing larger chilled water pipes to serve the new cooling loads such as the Capitol Visitors Center. This would result in a simple payback of less than five years. Revisions would include rebalancing of existing systems, replacement of certain pumps, 21 200 000 installation of heat exchangers, conversion to variable flow capability and remote pressure controls. ned. Install New Burners on Oil Boilers

The oil fired boilers at the Power Plant currently emit nitrogen oxide (NOx) just below the maximum limit allowed by the District of Columbia EPA. It is anticipated that this limit will soon be lowered. If this occurs, the emissions by the oil fired boilers at the Power Plant could be in violation, and could be subject to fines and other penalties. In addition, beginning in September, 1996, the D.C. Government implemented a fee for NOx emissions which is currently $30.92/ton.

In the past the NOx emission rate of the Plant's oil fired boilers has been less than 0.25 lbs. per million BTU. The plant is currently in the process of making adjustments to the oil fired burners to lower emissions. These adjustments include switching form No. 6 to No. 2 fuel oil, adjusting the fuel/air ratios and changing the oil atomizers. It is hopeful that these adjustments will put the emissions well below the current maximum level allowed.

Modern low NOx duel fuel burners capable of burning both oil and natural gas can achieve emission rates of approximately 0.1 lbs. per million BTU. If the maximum emission levels go below the level achievable through the adjustments described above it is currently proposed to replace the existing burner units with new, modern low NOx dual fuel burners. There are several benefits to the oil/gas fired burners. First, the new burners would lower NOx emissions to the environment. Second, the new burners would also lower the costs for emission fees to the D.C. Government. Finally, the new burners are more efficient, using less fuel to operate, thus reducing operating costs. Funding to install a burner on one oil boilers was provided in fiscal year 2000. Funding for the remaining three burners will be requested in fiscal year 2002 after successfully installing and testing the first one.

Design, Thermal Storage Facility

This project will provide for the design to construct a chilled water thermal storage facility near the Capitol Power Plant. By storing chilled water in a large tank, this water can be utilized during the day to supplement the chilled water produced by the plant chillers. By doing this, the tonnage produced during the day can be reduced and the chilled water can be replenished during the night when electric

costs are lower. Use of the tank during the day avoids use of some chillers which would otherwise be needed and required. This project also ties in with the replacement of chillers in East Refrigeration Plant.

A study performed by ZBA Consultants is the basis for the general estimate on this project. A specific construction cost would
be established by the actual design which is estimate to cost $500,000. At the present time, it is anticipated that an order of magnitude cost
of $5,000,000 will be requested in the future for construction.

Resurface Pavements

The surface driveways, parking areas, loading/unloading, and entrances at the Capitol Power Plant will soon be in need of repair.
Current surfaces are spalling, cracking, and contain potholes and loose debris. The plant is a twenty-four (24) hour operation with Capitol
Police on duty twenty-four (24) hours as well. Operational and security requirements, result in night time foot traffic over the plant
pavements. Several injuries have occurred as a result of the disrepair of the pavements. This project would resurface approximately 7,000
square yards of asphalt pavement.
