have been made. Repairs generally consist of epoxy patches which are temporary in nature. In severe areas spot removal and replacement of marble has been accomplished. In order to correct the problem, it is proposed that damaged marble pavers be replaced in several phases.

The first phase would consist of replacement of damaged marble pavers on the second and third floor of the Rotunda area, replacement of the stairs between the first floor and basement at First and C Street, and repair of the most seriously damaged areas in the corridors on the first through fourth floor. The remaining work will be phased to perform the work in the corridors one floor at a time. inter Additionally, the architectural marble in the entryways and corridors have become stained from the 90 years of smoking in the Becca to go the way public areas. These areas are in need of a thorough cleaning to bring the architectural marble surfaces back to their original condition. It is proposed to clean these surfaces in phases in conjunction with the replacement of the marble floors. All work will be accomplished by the AOC's Construction Management Division, Construction Branch.

The cost estimate is based on similar work performed in the Cannon House Office Building. The estimated cost for the replacement of the marble floors is $27 per square foot for 90,000 square feet for a total cost of $2,430,000. An additional $120,000 will be required for the cleaning of the architectural surfaces.

Replace Escalator, Dirksen Building

The Dirksen Building escalator servicing the subway provides pedestrian access between the Basement and Ground Floors. This escalator is approaching twenty years of age and does not have all the safety features currently required by Code. Recently, the system has required increased maintenance which is typical in systems which are in need of a major refurbishing. This project would completely refurbish the escalator, and upgrade it with state of the art safety features. All major components would be modernized and upgraded and all minor components would be replaced. It is estimated that a modernization of this scope, for this type of escalator, will cost approximately $200,000.

The Senate Restaurants are currently operating on cash registers and supporting equipment that will be more than eleven years old
by fiscal year 2002. This is beyond the life expectancy for equipment operating under high volumes. In addition to frequent trouble calls
for hardware failures, the system has exhibited increasingly frequent downtime due to software and communications glitches. Twice in
fiscal year 1999 the system failed during the main meal period, requiring reliance on a manual backup procedure. On each of these
occasions the restaurants lost hundreds of dollars in sales. In addition, this project would also provide an increase in quality, timeliness,
and accessibility of management information. By switching to a Windows-based point of sale system the Restaurants can take advantage
of the investment already in place in the Windows NT network. This will allow managers far greater access to vital sales data than they
have had before. Among other things, access to this data will facilitate reconciling the sale of menu items with purchasing and with
inventory

The project includes the properly specifying, procuring, installing and activating an up to date point of sale system. The project
includes the networking of all restaurant operational units to the main file server. The work will be accomplished primarily by the
contractor, in conjunction with Restaurant personnel. There will be only incidental support needed from AOC shops and very little impact
on building operations.

The estimated cost of $190,000 for this system is based on a full quotation from a qualified vendor. The estimate includes the
purchase of 21 terminal cash registers and all supporting back office hardware and software. The estimate also includes labor and materials
necessary to do the installation. There is substantial savings from the fact that most of the necessary cabling is in place and can be
reutilized.

Design, Renovate North Servery, Dirksen Building

anticipated that in addition to upgrades to restaurant equipment, this project will also improve the traffic flow and style of service thereby improving customer participation, and hence, profitability. Funding in the amount of $200,000 will be requested in fiscal year 2002 to provide for the design of this project.

Rebuild/Replace Cabinetry, Senate Chef

The counters and decor elements in the Senate Chef are dated in terms of aesthetics and are inefficient in terms of functionality. The high volume and operating hours have taken a serious toll over the ten years since the last renovation. This will be a design -build project by a selected cabinet maker or shop. All cabinets and laminated surfaces will be replaced with new ones designed and built by the contractor or shop. The design intent is to lend visual appeal and to speed flow. Construction will be done in shop and only limited time will be needed to install. The final look will incorporate up to date, energetic colors and finishes and will have the feel of a well designed franchised eatery. Given the fairly robust sales with its current look, the potential for a revived operation is substantial and may contribute significantly to the goal of being unsubsidized by Appropriations. The cost estimate of $25,000 is based on experience with similar cabinetry projects.

Upgrade Electrical Systems, Senate Recording Studio

This project has been requested by the Senate Sergeant at Arms. The existing electrical system serving the Senate Recording Studio needs to be upgraded to meet the demands of the recording studio's electrical loads. This project requires existing panels, which are over 40 years old, to be replaced, and relocated to meet National Electric Code requirements and installation of a new uninteruptible power supply (UPS) service to upgrade the system for clean and continuous power to the studio. The UPS is to be supplied by the Senate Recording Studio.

Funds in the amount of $50,000 were provided in fiscal year 1998 for study and design. The study will define future cost estimates, which at the present time are estimated to be approximately $230,000. These funds will be requested in the fiscal year 2002 budget.

Design, Centralized Senate Recording Studio Control Room

The Senate Sergeant at Arms has requested that this office design and install a centralized control room facility for the Senate Recording Studio. This project envisions a new centralized control room connected to all Committee Rooms. This project involves finding new locations of control room and electrical closets, extending conduits to Committee Rooms, etc. Design funds in the amount of $50,000 were appropriated in fiscal year 1998 to identify suitable locations and design alternatives. Additional design funding of $200,000 will be requested in the fiscal year 2002 budget. At this time, estimated construction cost is $2 million.

There exists a need for expanded parking capabilities for the U.S. Senate. As the Capitol Police's Master Facility Plan is further developed and other projects for the Senate are pursued, a logical option for another parking facility would be the construction of a new partially underground parking garage built to possibly support a future Senate Office Building in accordance with the 1982 AOC Master Plan for the Capitol Complex. This budget request is submitted to begin the development of a new parking facility that would occupy Square 724 located just north of the Dirksen and Hart Senate Office Buildings. It is proposed that this project be carried out in a phased manner with the first phase accounting for approximately 500 additional parking spaces. Phase 2 would contain space for an additional 710 cars for a total of 1210 cars in the garage. Additional parking could be provided on the top of the parking garage in lieu of the landscaping.

Design funding in the amount of $1.9 million will be necessary for this project, which includes $270,000 for schematic design. Funding in the amount of $1.5 million will be requested in fiscal year 2002, since $400,000 has already been provided in fiscal year 1999, on a "No Year" basis, for the design of the expansion of the Senate Garage. The construction cost is currently estimated at $26 million.
