Funds are provided for painting all public and other spaces in the Capitol Building. Funds are used for the purchase of painting materials and the hiring of temporary labor when necessary. The increase is requested based on the current workload. A recent survey was completed that provides a cyclical repainting schedule for all public spaces within the Capitol. The requested increase will assure that these spaces are kept in appropriate appearance befitting the United States Capitol. Electrical Services Increase Requested: $50,000 This allotment provides for maintenance and upkeep of the electrical systems within the building. The increase is requested to implement a program of restoration and maintenance for the chandeliers throughout the Capitol Building. Elevator Maintenance and Repairs $50,000 This allotment provides for the maintenance and upkeep of the 28 elevators, 2 sidewalk lifts, one lift servicing the flag flying operation, 4 kitchen conveyors, 4 escalators, and 1 dumb-waiter in the Capitol Building, including such items as hoisting cables, repair and replacement parts, lubricants, oil, grease, tools and cleaning fluids. Masonry Services Increase Requested: $50,000 $13,000 This allotment provides for maintenance and repair of the stone and brickwork within the Capitol Building. An increase is requested to include repairs to dampers and chimneys throughout the Capitol Building. CB.22 This allotment provides for necessary plumbing services to maintain the water supply and waste lines, and restroom and kitchen The allotment provides for necessary carpentry and woodworking support for the Capitol. $26,000 $16,000 This allotment provides for maintenance and repair of ductwork, door closures, and other sheet metal support for the Capitol. Labor Services $50,000 This allotment provides for the erection of large scaffolding, cleaning of certain special wood floors, and other labor support for Equipment Repairs and Maintenance $4,000 This allotment provides for the maintenance and repair of equipment such as the forklift and other equipment for the Capitol. CB.23 Capitol Buildings Salaries and Expenses Operating Budget Miscellaneous This allotment provides necessary funding for support services required by various divisions within the Capitol Building for unforseen events. Rental and Maintenance of Office Equipment $134,000 $34,000 This allotment is used for contractual services and maintenance contracts and other costs necessary to support copier, facsimile, Curator Services (two items) Repairs, Works of Art $77,000 The funds for repairs to works of art have been carefully managed so that they have been expended for works of art high in priority because of their condition and/or their prominent location. The funds have been allocated among works of art of a variety of media, balancing the needs of works on the House and Senate sides of the Capitol as much as possible. The conservation program has progressed according to priorities established during a condition survey made in 1985 and in conjunction with the needs of the Congress. The Capitol collection consists of a wide range of works representing American styles and themes, including over 800 paintings, sculptures, and decorative objects and 300 gilded picture and mirror frames. These works are being carefully preserved with the most up-to-date professional conservation principles and techniques. Without regular care, a work of art can decay gradually over years to the point over the year that it can be beyond repair. Because the Capitol is a working building without the protected environment of a museum, visited by millions of tourists every year, the potential for deterioration and damage is constant and the need for vigilance is significant. CB.24 Capitol Buildings Salaries and Expenses Operating Budget Fiscal Year 2001 Budget Estimate The works in critical condition and a majority of those in immediate need of attention have been conserved over the past decade, and attention has been given to historic gilded mantel mirror frames. Since its organization in 1989, the Architect has provided support services for the House Fine Arts Board. The conservation of the portraits and frames in the Speakers' Gallery is being completed. A condition survey has been made of the committee chairmen portraits, and a number of portraits most in need of repair have been conserved. A condition survey has also been made of the National Statuary Hall collection, and needed conservation has been identified. Display Cases, Crypt $10,000 Funding for display cases in the crypt area is provided for the attractive and frequently-viewed displays in the eight floor cases which detail the construction of the Capitol and selected subjects relating to its history and art. The cases are updated as needed and new exhibits are added as appropriate. Overall, the cases have served the intended function of providing a succinct overview of the history of the Capitol for staff and visitor orientation. The funds have also been used for rotating exhibits in the wall cases and the more threedimensional exhibits in the two large cases on the north and south of the room. Funds are provided under this allotment for the following activities. Asbestos Monitoring Funds are utilized to monitor asbestos abatement, and asbestos operations and maintenance activities. Hazardous Waste Disposal and Control $682,000 $362,000 Funds are utilized to properly dispose of hazardous and regulated wastes generated on the Capitol Complex. In addition, materials used to control hazardous materials are purchased from this fund. CB.25 Capitol Buildings Salaries and Expenses Operating Budget Safety Publications Fiscal Year 2001 Budget Estimate Funds are utilized to provide the most current technical and compliance references available to staff and Members. In addition, funds are used to provide the most current general and technical occupational safety and health information to personnel. Safety Operations Funds are utilized to support the operations of the Division. Examples are: specialized supplies for instrumentation; testing and sampling supplies; laboratory services for other than asbestos sampling; personal protective equipment; and contracts for other special services. Personnel Medical Surveillance of Funds are utilized to purchase yearly physicals for personnel who work with, or are exposed to, hazardous substances. Contractual Services for Safety Personnel Fund are utilized for hiring specialists in specific safety areas when the need arises. The AOC established a new Life Safety Program Division to coordinate, oversee and respond to code, regulations and policy issues in the areas of life safety, and the environment. This Office has been charged to provide compliant safety and environmental programs and to be proactive in all matters that involve fire and life safety, employee safety and environmental monitoring and discharge of CB.26 |
