FISCAL YEAR 1985

FISCAL YEAR 1985 OVERVIEW HEARINGS WITH MAYOR AND CITY COUNCIL CHAIRMAN

DISTRICT'S FISCAL YEAR 1985 BUDGET REQUEST

Mr. DIXON. The Subcommittee for the District of Columbia, Committee on Appropriations will come to order.

This is the first of many meetings we will have on the District of Columbia budget for fiscal year 1985, and we are privileged to have with us today the Mayor of the District of Columbia, Marion Barry, and the Chairman of the City Council, David Clarke.

The budget we will be considering totals $503,470,000 in Federal funds and includes a Federal payment of $425 million to the general fund; a Federal payment of $24.1 million to reimburse the District for water and sewer services provided to Federal facilities; a Federal contribution of $52,070,000 to the retirement funds for police officers, fire fighters, teachers and judges; and $2.3 million as the Federal contribution for expenses associated with the 1985 Presidential Inauguration.

The request for District of Columbia funds totals $2,300,662,000 and includes $2,043,653,000 in operating expenses; $90,842,000 for capital outlay projects financed from the general fund; and $166,167,000 for the water and sewer enterprise fund; the Washington Convention Center enterprise fund; the Lottery and Charitable Games enterprise fund; and the Cable Television enterprise fund In addition to these amounts, the District estimates it will re ceive a total of $518,693,000 in Federal grants and $216,118,000 ir other grants and reimbursements.

All of these amounts added together will provide the District gov ernment with a total budget of $3,035,473,000 and 36,456 positions for fiscal year 1985.
